HOPE CREEK GENERATING STATION DOCKET NO. 50-354 To meet the Nuclear Regulatory Commission's operating license acceptance review requirements for Hope Creek Generating Station, Public Service Electric and Gas Company (PSE&G) had assigned ten (10) copies (Controlled Nos.

170-179), of the Environmental Report - Operating License Stage (ER-OLS) to a state clearinghouse, the Division of Local Government Services, New Jersey Department of Com-munity Affairs, 363 West State Street, Trenton, New Jersey.

Effective October 1, 1983, the Federal Aid Project Notifica-tion and Review System, commonly known as the A-95 Review, has been succeeded by the State Review Process (NJAC 5:38-1.10). In brief, the new process directs that environ-mental information required by the National Environmental Policy Act of 1969 (NEPA) or Presidential Executive Order 11514 of March 4, 1970, be directed instead to the following:

1 Director of? Nuclear Reactor 11/22/83 Reactor Regulation Since~ future amendments to the ER-OLS will be directed by this new process, PSE&G will abide by its requirements through.the.following distribution procedures:

1. In its capacity as state clearinghouse, the New Jersey Department of Community Af f airs had dis-tributed six (6) copies of the ER-OLS (Controlled Nos. 170, 173, 176, 177, 178, and 179) to Mr.

Lawrence Schmidt, Acting Director, Planning Group, New Jersey Department of Environmental Protection,

f. Trenton, New Jersey. Mr. Schmidt in turn, dis-tributed the copies to various-divisions within the '

N.J. Department of Environmental Protection, but re-mains the responsible ER-OLS recipient for all six ,

(6) copies. PSE&G will continue to supply amend-ments_for these copies directly to Mr. Schmidt, thereby complying with NJAC (5:38-1.10) requirements.

2. The New Jersey Department of Commur.ity Af f airs had also distributed two (2) copies of the ER-OLS (Controlled.Nos. 171 and 172) to the Salem County Planning Board and the New Jersey Department of Transportation, respectively. PSE&G will continue to supply amendments for these copies directly to the responsible agencies.

3. The New Jersey Department, of Community Af fairs in-tends'to file into permanent storage its remaining two copies of the ER-OLS (Controlled Nos. 174 and 175). PSE&G will not supply any amended materials to these copies since they will not be distributed tx) outside agencies for review and since NJAC 5:38-1.10 requirements have relieved the Department of any further internal review responsibilities.

4. PSE&G will continue to notify the New Jersey Depart-ment of Community ' Af fairs as tx) the amendment status of the eight (8) copies of the ER-OLS distributed by their department.
