Special Report per Technical Specification 3.21.C.4.c Pursuant to Technical Specification 6.5.3.B Cooper Nuclear Station, NRC Docket 50-298, DPR-46 Gentlemen:
This Special Report is being submitted to document the discharge of the Cooper Nuclear Station main condenser air ejector for more than seven days without treatment by charcoal absorbers as required by Technical Specification 3.21.C.4.c.
The Steam Jet Air Ejectors were placed into service at approximately 2:00 am.on February 20, 1995.
At this time the Augmented Off-Gas Treatment system was in service, however, the charcoal beds were bypassed due to high indicated moisture in the air stream. The moisture indication was corrected and the charcoal beds:were placed in service on February 28, 1995.
During this period, the gas from the main condenser was monitored and discharged in effluent air through the elevated release point.
The projected fraction of the quarterly Technical Specification release limits for nobel gases was 3.4E-02 for beta and 1.lE-02 for gamma radiation.
