Dear Sir:

The U.S. NRC Safety Evaluation Report for Seabrook Station (NUREG-0896) correctly indicated in Section 11.4 that the Applicant had not decided upon the means to be used to solidify wet radioactive vaste. In a response to a NRC Request for Additional Information (RAI 460,1), PSNH indicated that it was in the process of evaluating solid waste management systems commercially available, including the option to make use of contract (mobile) services in lieu of a permanently installed system, but that waste processing capability would be available at the time of plant startup. This comnitment was listed as an Outstanding Issue in Section 1.7 of the Safety Evaluation Report.

Public Service Company of New Hampshire has adopted an integrated systems l

approach to waste handling, making use of permanently installed volume reduction and solidification equipment to meet the Station's process needs.

This integrated system, which is to be located in the Waste Processing Building, couples a HPD 5 gpm evaporator / crystallizer and a spent resin de-watering centrifuge to a WasteChem VRS-T120 bitumen extruder evaporator.

The integrated system design, as shown on Figure 1, also provides for alternate processing capabilities via mobile contract services which would be located in the truck bay area of the Waste Processing Building.

It is not expected that the full integrated system will be available to process liquid concentrate, spent resin, and filter cartridge type waste by the time of commercial operation of Unit 1, however, to ensure that PSNH can l

Mr. George W. Knighton, Chief Page 2 Unit 1 startup, it is our intent to have a valid mobile services contract to process waste as necessary by the time of fuel load for Unit 1.

Mobile

-services requirements are presently under. review. The selection of a service contractor is expected to be completed at least 120 days prior to fuel load.

Specific details of the selected mobile service, including Process Control Program, will be submitted to the NRC within 30 days from contract award. All Station services necessary to accommodate the treatment of wet waste via a mobile system will also be available by fuel load.

A detailed description of the planned' permanently installed Solid Waste Handling System will be provided in an update of Section 11.4 of the Seabrook Station FSAR.- This amendment to the FSAR is scheduled to be submitted to the NRC by January 31, 1984.
