Dear Mr. Denton:

South Carolina Electric and Gas Company (SCE&G) requests that Table 3.8-1 of the Virgil C. Summer Nuclear Station Technical Specifications be revised to add containment penetration conductor overcurrent protection devices for an eddy current brake to be added to the non-safety reactor buil. ding cooling unit fan motors.

See attachment 1 and 2 for the additions to Table 3.8-1. ,

Additionally, SCE&G requests that two administrative corrections be made to Table 3.8-1, items 6 and 71. See attachment 3 and 4 l for these item corrections on Table 3.8-1.

I SCE&G has determined that a finding of no significant hazards is j justified based on responses provided in the attached significant hazards consideration.

10 CFR 50.92 SIGNIFICANT HAZARDS CONSIDERATION

1. Would the proposed amendment involve a significant increase ~1n the probability vr consequences of an accident previously evaluated?

Answer: No. Addition of items 167, 168, 169 and 170 to Table 3.8-1, " Containment Penetration Conductor Overcurrent Protective Device Test Setpoint Criteria", provides assurance of breaker and fuse reliability by testing these devices against.the proper setpoint criteria.

2. -Would the proposed amendment create the possibility of a new kind of accident different from any accident previously evaluated?

Answer: No. Containment electrical penetration and penetration conductors are protected by demonstrating the operability of primary and backup overcurrent protection devices.

3. Would the proposed amendment involve a significant reduction in the margin of safety?

Answer: No. The breaker and fuse provide redundant protection against damaging overcurrents. There will be no impact on the margin of safety.
