ROADS IN THE EMERGENCY PLANNING ZONE (1)

The only road between Los Osos and Morro Bay (the largest population centers within the ten-mile Emergency Planning Zone (EPZ) is South Bay Boulevard. It is a major part of the evacuation route, and is the only road leading away from the Diablo Canyon Nuclear Power Plant (the Plant) for residents of Los Osos. It was closed at least twelve times during the winter storms of 1983 at the area of the " Twin Bridges."

How are Los Osos residents to be safely evacuated when South Bay Boulevard is closed? Have the Twin Bridges been tested for their ability to withstand a 7.5 magnitude earthquake.

Has FEMA reviewed the' adequacy of the Twin Bridges in reviewing the San Luis Obispo County Nuclear Power Plant Emergency Response Plan (Emergency Plan)?

Harford Drive is the only public paved road leading away from the Plant. It was blocked for hours at a time during the winter storms of 1983. The only alternate route is a meandering dirt road which is frequency washed out. How would personnel at the Plant be evacuated if Harford Drive is blocked?

The only major traffic artery in San Luis Obispo County is U. S.101.

During the past year the two northbound lanes leading away from the Plant have been blocked, in one case for more than twelve hours.

Blockages have been caused by mudslides, accidents and heavy

2, tourist traffic. Has FEMA reviewed the adequacy of this route?

The Emergency Plan states that the two four-lane roads which exist in the EPZ have an evacuation capacity of 3,600 vehicles per hour, based on utilizing all four lanes to move traffic.in the same direction away from the Plant. The Emergency Plan also calls for buses and other emergency vehicles to make rnultiple round bips on these same two four-lane roads. Has FEMA done an independent analysis to determine that this is feasible?

NUREG 0654 calls for projected traffic capacities of evacuation routes under several conditions. The Emergency Plan only gives projected evacuation time estimates for " fair weather" and for

" heavy rain." Does FEMA require studies which would determine evacuation time estimates in cases of traffic accidents on major evacuation routes, mudslides, heavy seasonal tourist traffic, fog, ete?

SHELT ERING (1)

Does FEMA require a minimum degree of protection from gamma radiation in buildings designated as shelters in the Emergency Plan?

What is the maximum length of time FEM A predicts that people would be required to be sheltered in either their hom es or public buildings due to a radialogical accident at the Plant?

Will FEMA require that buildings designated for sheltering be analyzed to assure that they can withstand an earthquake up to
