The Reference (1) letter provided approval of Amendment No. 116 to Operating License No. DPR-16 for the Oyster Creek Nuclear Generating Station. The Safety Evaluation, sections 2.1 and 2.3, enclosed with the Reference (1)

letter requested a technical specification be proposed for a preplanned alternative method of monitoring containment radiation to be initiated if both containment high range radiation monitors are inoperable for more than 7 days or to provide justification far not needing this technical specification for Oyster Creek.
In Reference (2) GPU Nuclear evaluated existing plant features and procedures, and concluded an additional preplanned method of monitoring containment radiation was not warranted.

C321-91-2200 Page 2 The NRC, in the Reference (3) letter, provided a Safety Evaluation which found GPU Nuclear's justification for not submitting additional Technical Specification to be unacceptable.
Reference (3) also requested GPU Nuclear to comply with the requirement to propose additional Technical Specifications to initiate the preplanned alternative method of monitoring the containment radiation if both containment high radiation monitors are inoperable for more than 7 days.
in response to the Reference (3) request, GPU Nuclear will submit the subject additional Technical Specifications by September 27, 1991 with implementation within 90 days after approval to the Technical Specification change is received.
