The Nuclear Energy Institute (NEl) published a December 22,1994 letter indicating that each utility should inform the NRC of its schedule to implement severe accident management (SAM) enhancements. Florida Power Corporation (FPC) Intends to evaluate current SAM capabilities and implement appropriate cost effective improvements by December 31,1997. FPC will use NEl Report 91-04 (Revision 1),
