Enclosed, are the copies of the Niagara Mohawk Power Corporation, Nine Mile Point Nuclear Power Station, Physical Security Plan (Issue 3, Rev. 0) and the Safeguards Contingency Plan (Issue 3. Rev. 0).
These plans are being submitted in accordance with Title 10, CFR50.4(b)(4) and Title 10 CFR50.54(p).
On April 23,1991, an overview of the substantive changes (attached), was presented by Mr. D. O'llara and reviewed with Security Safeguards personnel at the NRC Region I liendquartars. Subsequent discussions with the NRC staff indicated that there were no major concerns with the substance of these revisions.
Specific changes to each plan are delineated in its corresponding " Summary of Changes" document. One of the major changes in this submittal is the development of two distinct plans from the existing Station Security and Safeguards Contingency Plan. Additionally, we have included enhancements and upgrades, which have been implemented as a result of our commitment to excellence in the site security program.
Niagara Mohawk Power Corporation believes the content of this submittal does not decrease the level of effectiveness of the Nine Mile Point Nucicar Power Station Security Program.
In accordance with 10CFR73.21, the content of the plans contain safeguards information and should be withheld from public disclosure.
