SEQUOYAH NUCLEAR PLANT (SON) - UNIT 1 - FACILITY OPERATING LICENSE DPR TECHNICAL SPECIFICATION (TS) 3.3.3.8 - SPECIAL REPORT 95-02 The enclosed special report provides details concerning the inoperability of a fire detection instrument in Fire Zone 357 located in Unit I containment near reactor coolant pump No. 2.
The detector will remain inoperable for a period of time greater than allowed by TSs.
This report is being submitted in accordance with TS Action Statement 3.3.3.8.b.

Operation (LCO) 3.3.3.8 was entered. The detector cannot be repaired.
until the next outage of sufficient duration. The time required to restore the instrument to an operable status will exceed the technical specification allowable timeframe for a fire detector to be nonfunctional.
Cause of condition i
i The cause of the detector failure is unknown at this time. With the-I detector located in lower containment, the area is inaccessible during l
power operation. Troubleshooting and maintenance cannot be performed until the next outage.
1 Corrective Action l
In accordance with LCO 3.3.3.8 Action Statement (a), the Unit 1 lower containment air temperature is being monitored at least once each hour and will continue to be monitored at this frequency until the detector is restored to'an operable status. The detector is scheduled to be restored i
to an operable status during the next Mode 5 outage of sufficient j
duration.
