Dear Sir:

The purpose of this letter is to inform you that the PECO Energy Company intends to implement the formal industry position on cavere accident management approved by the Nuclear Energy Instlute's Nuclear Strategic issues Advisory Committee on November 4,1994. That formal position, previously communicated in a letter dated November 21,1994, from NEl to the Director, Office of Nuclear Reactor Regulation, states that:

Based on previous interactions between NEl (NUMARC) and NRC staff, we understand that NRC staff agrees with the need for licensee flexibility in their methods of assessing and establishing severe accident management guidance. Utilizing the associated implementing guidance (contained in NEl Report 91-04, Revision 1), we intend to complete the assessment of severe accident management capabilities and make any identified enhancements by December 31, 1997.

This implementation schedule is complementary to efforts currently underway at PECO Energy Company to address the individual plant examination of external events.
