Dear Sir:

On June 22, 1983, we reported a potential 10CFR50.55(e) deficiency (Reference (b)) regarding potential nonconformance with materials supplied by Tube-Line Corporation.

The following information is being filed pursuant to the interim reporting provision of 10CFR50.55(e)(3):

Description of Deficiency UE&C Nonconformance Report (NCR) No. 2089 cited information forwarded from Tube-Line Corporation indicating that five 10" SA234 90 elbows, heat

-t identified all'the pipe spools which contain fittings supplied by Tabe-Line.

The twenty-eight affected spools shipped to the Seabrook Site have been placed on hold as indicated above. The remaining affected spools have been placed on hold at Dravo's--fabrication shop.

-Dravo QA personnel have visited Tube-Line's Long Island City, New York, facility and have verified that the material provided to Dravo was in compliance with the requirements of ASME III, NCA 3800.

1To address . the situation described in IE Bulletin 83-06, arrangements have been made to have one fitting from each heat supplied by Tube-Line tested to verify that the properties are comparable to the results recorded on the 3 Certified Material-Test Reports. The initial testing has begun, but the 1 results are not yet available. Three additional spools must be returned to Dravo from the job siis so that fittings can be removed for testing and replaced. It is anticipated that the testing-will be completed by November 30, 1983.

Analysis of Safety Implications Based on. Dravo's review of the Tube-Line records,.it has been determined that the concerns involving compliance with ASM2 III, NCA 3800, do not apply to the specific material furnished on the Seabrook Project.

The results of the testing noted above are- required to determine whether the problems concerning mechanical properties are applicable to the specific material furnished on the Seabrook Project.

An additional report will be submitted to Region I by December 30, 1983.
