McGuire Nuclear Station Reply to a Notice of Violation Violation 50-369. 370/95-04-01 10 CFR 50.54(q) requires that nuclear power reactor licensees follow and maintain in effect Emergency Plans which meet the standards in 10 CFR 50.47(b) and the requirements in Appendix E to 10 CFR Part
- 50. Section P.7 of the Emergency Plan requires,in part, that written procures will be established, implemented and maintained covering the activities associated with Emergency Plan implementation.
Section 1.0 of the Emergency Planning Group Manualimplements Sections P.5 and P.7 of the Emergency Plan regarding distribution and control of revisions to the Plan and Emergency Plan implementing Procedures. Section 2.0 of EP Group Manual Section 1.0 states that "all revisions to the Implementing Procedures shall be distributed within 30 days of approval by the Safety Assurance Manager."
Contrary to the above, the licensee failed to distribute implementing Procedure HP/O/B/1009/16 entitled
" Distribution of Potassium lodide Tablets In the Event of a Radiciodine Release." The aforementioned procedure was revised and approved on February 16,1994, but sent only to Master File. Procedure was not distributed to copy holders in accordance with the distribution list.
This is a Severity Level V violation (Supplement Vill).
Realv to Violation 50-369. 370/95-04-01 1.
Reason for the violation:
The reason for the violation is inappropriate Action. Due to a lack of attention to detail to special instructions regarding requirements for approval and distribution, HP/0/B/1009/16, " Distribution of Potassium todide Tablets In the Event of a Radiciodine Release" was not sent to Emergency Planning for distribution as an EPIP.

Implementing Procedure HP/O/B/1009/16 entitled " Distribution of Potassium lodide Tablets In the Event of a Radioiodine Release" was distributed to plan holders on February 2,1995, b.
A tracking sheet was developed that list each RP Manual section/ procedure that is an EPIP. The tracking sheet list the various approvals needed before the manual section/ procedure can be distributed. The tracking sheet also ensures an approved copy of the manual section/ procedure is sent to Emergency Planning. This corrective action was completed on February 2,1995.
No similar events have occurred since implementation of these corrective actions.
