. I SECURITY SUPPORT TO THE EMERGENCY PLAN 1.0 Purpose This procedure delineates the responsibilitier of the security group and security actions to be taken in support of the Farley Nuclear Plant Emergency Plan.

Farley Nuclear Plant Security Plan 2.3 FNP-0-EIP-10, Evacuation and Personnel Accountability 2.4 FNP-0-EIP-11, Handling of Injured Personnel 2.5 FNP-0-EIP-12, Emergency Alert 2.6 FNP-0-EIP-13, Fire Emergencies 3.0 General 3.1 The primary objective of the security force during the various emergency conditions is to maintain plant security, to provide escort service for offsite emergency personnel and vehicles to facilitate their expeditious arrival

  • at the emergency scene, to assist in evacuation-of buildings, structures or the plant site as necessary, and to assist in establishing personnel accountability.

3.2 During an emergency which requires that Radiation Monitoring Teams be dispatched into the environment, the Health Physics Manager will be allowed to use the two-way radio in the Central Alarm Station to communicate with the RMT's to such extent that it does not interfere with the execution of the security alarm response function.

4.0 Procedure Security functions during various emergency conditions shall consist of, but is not limited to the following actions:

I VOL. 14 FNP-0-EIP-7 4.1.1 Contact the control room to determine the nature of injuries, number of injured persons, access control requirements and whether or not radiation or contaminatica is a factor.

4.1.2 If the nature of the emergency is such that the injured person (s) can be safely transported in the plant emergency vehicle, the on-scene patrolman will notify the security group radio dispatener and proceed to the appropriate gate insuring that the gate is opened to permit immediate exit of the plant emergency vehicle from the protected area or controlled area. .

4.1.3 If the number of injured persons is such that outside assistance from local ambulance service is requested by the Emergency Director, one security patrolman will be dispatched to the plant site access point to escort ambulancess) to the location of injured persons.

. 4.1.4 Security personnel will provide an ambulance kit to ambulance personnel arriving on site, if contamination if involved.

4.1.5 Maintain security of Plant Emergency Vehicle at hospital. Prevent unauthorized personnel from approaching Plant Emergency Vehicle to preclude possible contamination by radioactive material.

4.2 Notification of Unusual Event (NOUE) 4.2.1 During a NOUE, Security Group support l shall be determined by the nature of the condition which precipitated the alert.

t 4.2.2 In the event a NOUE is. caused by attempted i sabotage of vital equipment or attempted unauthorized entry into a vital area, initiate the appropriate Contingency Plan implementing proceduras.

VOL. 14 ENP-0-EXP-7 4.2.3 In the event a NOUE is declared due to other conditions such as severe weather, flood conditions or release of toxic or noxious gas, security support shall normally consist of the following actions:

4.2.3.1 Establich access cont [ol measures to the affected area.

4.2.3.2 Provide escorts for offsite emergency support personnel and vehicles.

4.2.3.3 Assist in svacuation of personnel I from the Protected Area and the Controlled Area if directed by the Emergency Director.

4.3 Alert Perform per 4.2.1-4.2.3.

4.4 Site Area Emergency 4.4.1 Evacuate nonessential personnel from the plant site after release by health physics.

4.4.2 Assist in establishing personnel accountability.

4.4.3 Establish access control to the plant site to preclude entry by nonessential personnel (refer to 4.5.2).

4.4.4 Provide escor~ service for offsite emergency personnel and vehicles.

4.4.5 In the event that contamination by radioactive material is a factor and a Radiation Monitoring Team is not present, security group personnel will icsue appropriate personnel dosimetry devices and equipment to offsite emergency support personnel upon their arrival.

4.4.6 For severe natural phenomena or other hazarcs perform 4.2.3.

4.5.2 Establish access control to the plant site via the Highway 95 gate with the lowest radiation level (if signifcant).

Security Force Members posted at access roads on Highway 95 will maintain a log of all persons entering or exiting the 1 I

owner controlled area. Such information shall be recorded on Controlled Area

Logs (Fig. 1). It is understood that initial evacuation of non-essential personnel may proceed prior to implementation of access control measures.

4.5.3 Provide escort service to off-site groups as necessary.

4.5.4 Assist in evacuation of all nonessential personnel from the plant site as necessary.

4.5.5 Assist in establishing personnel accountability.

4.5.6 In the event that contamination by radioactive material is a factor and a Radiation Monitoring Team is not present, security group personnel will issue appropriate personnel dosimetry devices and equipment to offsite emergency support personnel upon their arrival.

4.5.7 During a General Emergency, the PAX operator function will normally be maintained by the Security Group at Central Security Control (CSC). If the CSC must be evacuated, a member of the Security Group will report to the Emergency Operations Facility Room 106 to carry out this function.

4.5.8 For severe natural phenomena or other ha:ards perform 4.2.3.

4.6 In the event that the Plant Emergency Alarm is sounded Security will activate motorized patrols with public address sytems to tour the roads within the owner controlled area to inform all l per onnel outside the areas covered by the fixed position public address system of the need to report to their designated assembly areas and will provide or assure transporation as necessary.
