FINAL 10CFR50.55(e) REPORT U-61 WESTINGHOUSE TYPE SA-1 DIFFERENTIAL RELAYS CALLAWAY PLANT i

Reference:

ULNRC-657, 8/31/83 In the referenced letter Union Electric provided an Interim Report to the U.S.M.R.C. Region III Director regarding leaking internal capacitors in Westinghouse SA-1 relays employed in emergency diesel generator trip circuits. In that Interim Report, Union Electric com-mitted to furnishing the NRC a final report when the re-sults of the Westinghouse defect analysis became available.

The Westinghouse analysis has been received by Union Electric and indicates that the tantalum capacitors at the top of the printed circuit board on the relay may leak electrolyte causing component corrosion and subse-quent relay failure. Westinghouse has elected to change the design of the capacitors to a hermetically sealed unit. Union Electric feels that the hermetically sealed capacitors will eliminate the problem.

New relays which incorporate the hermetically sealed capacitors have been ordered and will be installed prior to fuel load.
