As noted in the attacnec LER, a f alse fire alan.i signal trippeu tne Clean Fuel Transfer Puup causing tne Clean Fuel Tank to overfluw into the "A" Diesel Generator Rooa.
I tnerefore reviewea tne FSAn cranin6 of this system and discusseo tnis event with tne preparer of tne LER, Josepn bergin.
Tne Cleah Fuel Tranter system was installed at hillstone 2 to remove resicual fuel oil froa tne Utesel Generators (DGs) anu return it to tne Diesel Oil Supply Tonks.
lei tne event of a tire in tne D6 ouitaing(s), a tire actuation signal will trip tne Clean Fuel 1ransf er Pumps and tne Diesel Oil Transfer Pumps. Additionally, a temperature controlled supply volve will isolate oil supply to the DG in tne presence of a fire. The Clean Fuel Tanks are octu-ally two, gravity-ted floor sumps having a total capacity of 16.2 gallons.
Af ter the fire actuation signal, restoual fuel oil in the Db continued to drain to tne sumps or Clean Fuel Tanks.
The Clean Fuel Transfer Pumps generally cycle on or off oepending on tne level indication of the sumps.
However, the fire actuation signal prevented the pumps frau energizing resulting in the overflow. Furthennore, it is uncertain if closure of the temperature controlled isolation valve would have reduced or prevented the oil overflow.
The NRC Staff has not determined whetner or not this issue is generic at this writing.

The design should have included enough conservatism such that the sump capacity woula exceed the amount of oil between the isolation valve and the sump by an appropriate margin. Another preventive measure would be to allow tne Clean fuel Transfer Pucps tu continue cycling regardless of the fire actuation signal, unicn wuulo proodbly be the easiest solution.
Altnougn interesting, tnis is a relatively insignificant iteu and I feel that subcos.saittee action is not necessary.
