Letter, J. G. Haynes (SCE) to J. B. Martin (NRC),

dated October 17, 1983 The referenced. letter provided the 14-Day Follow-Up Report and a copy of the Licensee Event Report (LER) form for a reportable occurrence involving the operability of the charging pumps.

As

- was discussed with the Senior Resident Inspector on October 19, 1983, correction of the content of the referenced letter is required.

r The third paragraph of the second'page of the referenced letter describes the cause of the reported occurrence and indicates that although-a revision to the Abnormal Valve Lineup Procedure SO23-0-36 had been issued, training in the revision had not been provided and, consequently, the Abnormal valve Lineup section of Procedure SO23-0-13 had not been revised to refer to SO23-0-36.

The Abnormal Valve-Procedure, SO23-0-36, referred to is the original. issue of the procedure on September 13, 1983, rather j

than a revision as was indicated.

In addition, although our administrative processes can provide for a specified delay in the effectiveness of procedures until training has been accomplished, in this case, our administrative process was not implemented to provide for a specified delay in revision of S023-0-13 until training was accomplished on_SO23-0-36.
