'%.... e SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION REL ATED TO AMENDMENT N05.145 AND 129 TO FACILITY OPERATING LICENSE N05. NPT-4 AND NPF-7 VIRGINIA ELECTRIC AND POWER COMPANY OLD DOMINION ELECTRIC COOPERATIVE NORTH ANNA POWER STAT!ON, UNITS NO. 1 AND NO. 2 DOCKET NDS.50-32B AND 50-339 1.0 INTCODUCTION By letter dated March IE,1991, the Virginia Electric and Power Company (the licensee) proposed changes to the Technical Specifications (TS) for the North Anna Power Station, Units No. I and No. 2 (NA-l&2).

The proposed changes would revise the current TS to correct administrative errors to numerical values which were inadvertently overlooked during prior amendment reviews.

Because the values are non-conservative with respect to the correct values, or a source uf potential confusion, the licensee considered it appropriate to revise the iters.

The errors and corrective actions are discussed below.

2.0 D ' S C'J S L I O N For the NA-2 TS 3.1.2.2, Flow Paths-Operating, limiting Condition for Operation (LCO), the reauired shutdown rargin was inadvertently changed from 1.7" to l' delta k/k in the NA-2 TS.

This was a typographical error included in Amendrent 54 to NA-2 license.

TS 3.1.2.2 is revised to show the correct value cf 1.77'.

The shutdown margin is stated correctly in the NA-1 TS.

For the NA-l&P TS 3.1.2.8, Borated Water Sources-Operating, LCO, the refueling water storage tank (RWST) is required to contain a borated water volume of between 475,058 and 487,000 gallons.

The correct RWST minimum volume is from 475,058 gallons to 466,200 gallons.

This change was previously evaluated in the licensee's submittal dated March 2, 1988 (Serial No.87-385), and approsed by NRC letter dated December 14, 1988.

The change to the correct value of 466,200 gallons in TS 3.1.2.8 should have occurred at that time.

For the NA-l&2 TS 3/4.1.2, Reactivity Control Systems, Bases, the bases for the toration system states that the limits on contained water volume and boron concentration of the RWST ensure a pH value of between 8.5 and 11.0 for the solution recirculated within the containment af ter a LOCA.

The pH value was changed from between "8.5 and 11.0" to "7.7 and 9.0" in the licensee's submittel 131 10 ~; ;. : ylig jy nr w a m>._

. dated December 19, 1985 (Serial No.85-718), and approved by NRC letim-cat August 22, 1986. The change to the correct value of between 7.7 and 3 X have occurred at that time. The word "also" is deleted in the sentence clarity.

For the NA-2 TS 3.4.1.5, Isolated Loop Startup, the LC0 on page 3/4 4-5 was originally numbered as 3.4.1.3, and the corresponding surveillance requirements as 4.4.1.3.1 and 4.4.1.3.2.

Thost numbers are incorrect and cause confusion with the similarly numbered LC0 and surveillance requirements on page 3/4 4-3 and 3/4 4-4 The correct numbers for page 3/4 4-5 cre 3.4.1.5, 4.4.1.5.1 and 4.4.1.5.2, respectively..

For the NA-1 TS 4.8.1.1.2, Electrical Power Systems, Surveillance Requirements, item 7 on page 3/4 8-3c contains an error. The current surveillance requirement states that "...the diesel generator shall be loaded to an indicated target v61ue of 2950 kw (between 290--3000 kw)..." The value of 290 is incorrect and should be changed to 2900. The correct diesel generator target vulue is between 2900 and 3000 kw.

For the NA-1 TS ?.9.12, Fuel Building Ventilation System, Surveillance Requirements, pas! 3/4 9-12 requirs-flow through the HEPA filter and charcoal adsorber assembly for 5 minutes. That is incorrect.

The correct value is 15 minutes.

The NA-2 surveillence requirement is stated correctly.

In spite of the error, compliance with the correct specification has been maintained.

The procedure for implementir.g the surveillance requirement is 1-PT-95.1, " Fuel Building Ventilation System 15 Minute Run," which contains the correct time interval, The numerical values in error are non-conservative with respect to the correct values and are a sourse of potential confusion to operators.

Correcting the above-noted TS may decrease the possitility of a potential accident as a result of inaccurate information currently in the TS.

Also, the proposed changes have been previously evaluated and approved by the NRC or correct administrative errors.

Therefore, we find the proposed changes to be acceptable.

3.0 STATE CONSULTATION

in accordance with the Commission's regulatior._, the Virginia State official was notified of the proposed issuance of the amendments. The State official had no comment.

4.0 ENVIRONMENTAL CONSIDERATION

These amendments change a requirement with respect to installation or use of a f acility component located within the restricted area as defined in 10 CFR Part 20 and change surveillance requirements. The NRC staff has determined that the amendments involve no significant increase in the amounts, and no significant change in the types, of any effluents that may be released off site, l

3 and that there is no significant increase in indi dual or cumulative occupational radiation exposure.

The Comission has previously issuco a proposed finding that the amendments involve no significant hazards consideration and there has been no public connent on such finding (56 FR 15645). Accordingly, these amendments meet the eligibility criteria for categorical exclusion set forth in 10CFRSl.22(r.)(9),

pursuant to 10 CFR 51.2?(b) no environmental impact statemer.t or environmental assessment need be prepared in connection with the issuance of these amendments.

5.0 CONCLUS10t!

The Comission has concluded, based on tie considerations discussed above, that:

(1) there is reasonable assurance that the health and safet not be endangered by operation in the proposed manner, (2) y of the public will such activities will be conducted in confliance with the Comission's regulations, and (3) the issuance of the amer'dments will not be inimical to the cctinon def ense and security or to the health and safety of the public.
