Dear Mr. O'Reilly:
On October 10, 1983 the NRC Operations Center was notified that fire protection system valve IRF-989 (supply to sprinkler system in Unit 2 annulus) was found closed rather than locked open, and therefore the sprinkler system had been isolated. This discovery was made during a check of all accessible Unit 1 and 2 valves performed as a result of a recent similar incident (Ref. R0-370/83-53).
Pursuant to T.S. 3.7.10.2 which is reportable per T.S. 6.9.1.10(b), Reportable Occurrence Report R0-370/83-57 was to have been submitted by October 21, 1983.
At this time evaluation of the incident and preparation of the report are not yet complete. The report will be submitted by October 26, 1983.
