Dear Mr. Denton:
By letter dated August 17,1983 (Serial LAP-83-358), Carolina Power & Light Company (CP&L) submitted the Emergency Operating Procedures generation package, which included; 1) plant specific technical guidelines, 2) a plant specific writers guide 3) a description of our program for verification and validation and 4) a description of our Emergency Operating Procedure training program. This information was submitted to you in accordance with Supplement I to NUREO-0737.
NUREO-0889, Guidelines for the Preparation of Emergency Operating Procedures, in Section 7.1 states that... if requested by an applicant or licensee, the staff will perform a limited review of the submittal and provide a limited evaluation." Carolina Power & Light Company plans to start pre-implementation training of these procedures during the week of November 7, 1983.
In order to provide timely implementation of the Emergency Operating Procedures, it is requested that the NRC perform the limited review of the Emergency Operating Procedures generation package referenced in NUREG-0889, Section 7.1, and provide the preliminary evaluation by January l',1984.
