Dear Dr. Murley:
In accordance with the Technical Specifications of Facility Operating License No. DPR-26, the following confirTns notification on October 13, 1983 to Mr. Peter Koltay of your office, by Mr. Michael Blatt of Consolidated Edison of the Reportable Occurrence LER 83-036.
This event is the type defined in Technical Specifh stion, Section 6.9.1.7.1.i.
The plant had been at cold shutdown for maintenance.
On October 13, 1983, Mr. Onno Meeuwis of Westinghouse telephoned Mr. Michael Blatt of Consolidated Edison to inform him that Westinghouse had identified calibration errors related to environmental qualification of lot 4 Barton transmitters installed at Indian Point 2 and was reporting this event to the NRC under 10 CFR 21.
These calibration errors occur under abnormal and accident conditions and cause pressure signal readings higher than actually exist. Westinghouse has determined that these errors require us to incorporate a new setpoint for the pressurizer pressure safety injection function.
The impact of these errors on other functions performd by these transmitters is being evaluated.
Interim corrective measures required for operation above the cold shutdown condition will be implmented prior to plant startup.
Consolidated Edison believes that this report also satisfies the requiremnts of 10 CFR Part 21.
