Docket No. 50-362 Prompt Repart Licensee Event Report No.83-068 San Onofre Nuclear Generating Station, Unit 3 Pursuant to Section 0.9.1.12.b of Appendix A, Technical Specifications to Facility Operating License NPF-15 for San Onofre Unit 3, this submittal provides the written confirmation of our verbal notification to the NRC on October 16, 1983, of an occurrence associated with the Control Room Emergency Air Cleanup System (CREACUS).
On September 22, 1983, at 1030, with Unit 3 in Mode 3, control Room Cabinet Area Emergency Air Conditioning Train A Unit 3ME427 was removed from service for routine preventive maintenance.
The 3ME427 and 3ME426 units each provide 100% cooling capacity for the Unit 3 Control Room Safety Related Cabinets.
Since CREACUS represents a system common to both Units 2 and 3 and common systems are administratively controlled by the Unit 2 Nuclear Assistant Shift Supervisor (NASS), the Unit 2 NASS identified Technical Specification action requirements associated with removal of 3ME427 from service.
These requirements were identified on Limiting Condition for Operation Action Requirerent (LCOAR) forms for Unit 2 and Unit 3.
The LC0AR's listed the CREACUS Technical Specification LCO 3.7.5 and the requirement to restore 3ME427 to service within seven days in accordance with the Action Statement of LCO 3.7.5.
The LCOAR's also identified the fact that while the Action Statement was in effect, mode change was prohibited.

Martin October 17, 1983 The Unit 3 LCOAR was initiated at a time when Unit 3 was about to change modes and Unit 3 entered Mode 2 (at 1210) and Mode 1 (at 1350) prior to recognition by the Unit 3 NASS that the LCOAR existed.
On September 24 at 0225, the preventive maintenance was completed on 3ME427 and it was returned to service within the time limitation of the LCO action statement.
On October 6, during routine review of equipment outages, the Shift Technical Advisor (STA) assessed the LCOAR and initiated a Station Incident Report (SIR).
He believed that the matter was a 30-day reportable occurrence.
During the preparation of a 30-day repor t, it was concluded that the mode changes while in the Action Statement of LCO 3.7.5 were not permitted by Technical Specification LCO 3.0.4 and the occurrence was prompt reportable.
Since 3ME427 was returned to service within the seven days allowed by the LCO and the redundant 100% capacity train remained in service throughout this period, there was no impact on the health and safety of plant personnel or the public.
We are continuing our review into this event and will submit a 14-day follow-up report by October 28, 1983, delineating the cause of the event and corrective actions.
