Subject:

Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 IE Bulletin 80-11, Masonry Wall Design Request For AdditionalInformation

Dear Sir:

Your letter dated November 29, 1983, requested additional information in order to complete your review of Florida Power Corporation's (FPC's) responses to IE Bulletin 80-11 dated November 7 and 17,1980. In a letter dated December 13,1983, FPC indicated this information would be provided by February 29, 1984. By this letter, FPC fulfills that commitment.

The attached report, dated February 10,1984, provides responses to the 13 questions presented in your November 29,1983 letter, including some supporting information.

The report indicates that, based upon more conservative boundary conditions than those used in the initial re-analysis, three walls (walls 1, 2, and 3) located on elevation 145 of the control complex, will not withstand a safe shutdown earthquake (SSE). Previous modifications to wall I have eliminated its possible affect on safety related equipment. A recent, unverified, inspection of walls 2 and 3 has indicated that the failure of either wall would not have an adverse affect on safety related equipment in the area. A verification of this inspection will be -

made by March 30,1984.

FPC is currently evaluating alternatives which will assure that these walls will not adversely affect any safety related equipment which may be placed in this area in the future. FPC will provide documentation of this evaluation by April 30,1984.
