Dear Mr. Keppler:

This letter serves as an interim report pursuant to 10CFR50.55(e) concerning shop welds on some safety-related pipe supports supplied by Power Piping Company, Pittsburgh, Pennsylvania, for installation at Perry Nuclear Power Plant.

Mr. P. Pelke of your of fice was first notified on September 21, 1983, by Mr. E. Riley of The Cleveland Electric Illuminating Company that this problem was being evaluated for significance.

This report contains a description of the deficiency, corrective action taken to date, and the method planned to complete our evaluation.

Description of Deficiency During fabrication of safety-related pipe supports for installation at Perry Nuclear Power Plant (PNPP), Power Piping Company (PPCo) utilizes Gilbert Associates, Incorporated (GAI) pipe support design drawings to initiate PPCo fabrication drawings which are approved by the GAI Engineer and used for the shop fabrication of supports.

Where the GAI Engineer requires a full penetration weld, on his drawings he uses the weld symbol cpecified by AWS 2.4, i.e., an undimensioned groove weld symbol. This symbol was correctly transferred to the PPCo drawings.

PPCo's standard shop practice was to interpret the symbol shown as a partial pene-tration weld unless a specific note requiriat full penetration was provided.

As a result, 112 supports requiring one or ore full penetration welds were f abricated and shipped to PNPP with only p./'c penetration welds.

Corrective Action Taken to Date All affected supports have been identified by PPCo Engineering. Those non-conforming supports not yet shipped are identified on CAI Corrective Action Request (CAR) No. 17.

Shipped supports are identified on Nonconformance

Completion of Evaluation s

Because joint configuration makes it extremely difficult to verify the actual extent of weld penetration, for.the purpose of this evaluation all welds are assumed to be partial penetration. The Engineer will judge the acceptability of each weld joint as a partial rather than full penetration weld and dis-position each accordingly.

The En3 neer has begun his evaluation which will be completed in December 1983.

i As it would be premature to assume that all af fected supports would be subject to failure, we plan to perform the evaluation of impact to safety upon com-pletion of the Engineer's case-by-case analysis.

Our scheduled date for submittal of the final report on this subject is December 15, 1983.
