Monitoring

Dear Mr. Denton:

In a letter dated May 11, 1983, South Carolina Electric and Gas Company (SCE&G) reiterated a request made in a November 24, 1982 letter to amend the Operating License, Section 2.C(5), for the Virgil C. Summer Nuclear Station. Based on the results of the 1983 diver's inspection of the Service Water Intake Structure (SWIS), SCE&G concluded that an external monitoring program, as described in our November 24, 1982 letter was adequate. Our position was that the SWIS had essentially stabilized and showed no signs of structural deformation. In subsequent discussions with the Staff, an agreement was reached to provide for a diver's inspection of the SWIS every five (5) years.

Based on this agreement, SCE&G requests that the Operating License for the Virgil C. Summer Nuclear Station, Section 2.C(5), be amended as provided in the attached revised license condition. SCE&G has determined that a finding of no significant hazard is justified for several reasons. The diver's inspections performed in 1979 and 1983 have confirmed that the monitoring masts can adequately describe the status of the SWIS and have shown that the SWIS has essentially stabilized. SCE&G will continue surveillance of the three monitoring masts semiannually for the life of the facility to ensure that no undetected significant differential movement occurs. Indications of differential movement greater than one (1) inch would result in more f requent surveys, and additional diver's inspections would be performed as outlined in the attached license condition.

(5) Stability of the West Embankment and its Effects on the Intake Structure (Section 2.5.4, SSER 3)

SCE&G shall conduct the monitoring program described in Section 2.5.4.10.6.2 of the Final Safety Analysis Report as amended through Amendment No. 33, to specifically include the following:

a. At the vicinity of the pumphouse and intake struc-ture, four settlement points capable of monitoring both horizontal and vertical movements shall be established to monitor the embankment movements.
b. The submerged slope profile of the west embankment over the intake structure shall be established and monitored to detect any unusual movements that may affect the intake structure.
c. The schedule and the reporting requirements of the above inspection shall be in accordance with the recommendations stated in Regulatory Guide 1.127.
d. An underwater diver's inspection shall be conducted prior to July 31, 1988 and every five (5) years thereafter to reexamine the condition of the intake structure. SCE&G will continue surveillance of the intake structure by surveying the three monitoring masts semiannually for the life of the facility to assure that no significant differential movement occurs. Indications of differential movement would result in more frequent surveys, and an additional diver's inspection would be made should the differential movement exceed one inch. A diver's inspection would also be performed following any earthquake during which the plant seismic instrumentation indicates that the operating basis earthquake has been exceeded.
