CORPORATE NOTIFICATION Revision 3 Date - 12/20/82 1.0 PURPOSE This procedure identifies the requirements and prescribes the means to be j
used to notify personnel from Iowa Electric Corporate Management of a condition at the DAEC for which emergency preparedness requirements have been implemented.
I 2.0 APPLICABILITY This procedure applies to Nuclear Generation Division and Mechanical / Nuclear Department pe.sonnel as well as to selected management and supervisory i-personnel located in Cedar Rapids and at regional locations within the Iowa Electric service area.
3.0 -RESPONSIBILITIES 3.1 Emergency Response and Recovery Director 3.1.1 Determine the extent to which the Corporate Emergency Response Organization, illustrated in Attachment 1, " Corporate Emergency Response Organization", is to be activated and initiate the notification process accordingly.
3.2 Emergency Planning Coordinator 3.2.1 Ensure that the listings in the Emergency Telephone Book are -
reviewed quarterly and updated,. as necessary.
4.0 INSTRUCTIONS 4.1 Event Reporting from the DAEC 4.1.1 The Director of Nuclear Generation or his designee, herein referred to as the Emergency Response and Recovery Director, shall be notified of any condition requiring prompt notification of the NRC as prescribed in EPIP 1.2, " Notification".
a)
Normally, such notification shall be provided by the Plant Superintendent-Nuclear or his designee, herein referred to as the Emergency Coordinator.
b) During non-normal working hours, notification may be provided by the on-call Emergency Coordinator.
NOTE If the event has been classified as an emergency, reference may be made to Attachment 2, " Initial Report Prompts", as an aid in assuring receipt of all relevant information.

4.2 Guidance Regarding Corporate Notification 4.2.1 The notification process should be conducted as indicated in, "Energency Response Organization Notification Path".
a) For all events which require implementation of emergency preparedness requirements, the Assistant Vice-President l
Nuclear Generation shall be informed. Additionally:
b) For events classified as an ALERT, key Corporate Emergency Response personnel shall be informed and placed on Standby.
NOTE l
Personnel placed on STANDBY shall keep the Emergency Response and Recovery Director appraised of their whereabouts.
c) For events classified as a SITE EMERGENCY or GENERAL EMERGENCY, the Corporate Emergency Response Organization shall be mobilized.
i d) For any event which may attract media attention, the Vice-President Corporate Affairs should be contacted.
4.2.2 Guidance associated with notification and mobilization of the Corporate Emergency Response Organization is provided in, " Emergency Response Organization Mobilization Matrix". Unless directed otherwise by the Emergency Response and Recovery Director, mobilization, including activation of the Emergency Operations Facility (E0F), shall be as follows:

SITE or GENERAL EMERGENCY - Full Activation NOTE Prudence may dictate set up of the E0F at the ALERT classification to insure readiness if the situation at the OAEC degrades resulting in declaration of a SITE EMERGENCY and mobilization of the Corporate Emergency Response Organization. Such determination shall be made by the Emergency Response and Recovery Director.
4.2.3 Notification of Corporate Affairs staff personnel and activation of the Emergency News Center is prescribed in CPIP 1.4,
" Emergency News Center Activation".
NOTE Normally, activation of the ENC will be accomplished in parallel with activation of the EOF.
4.3 Notification of the Corporate Emergency Response Organization 4.3.1 Information to be provided during initial notification of the Corporate Emergency Response Organization should be documented by the Emergency Response and Recovery Director on Attachment 5,
" Emergency Response Organization Notification Message Form".
(a) Normally, information provided by the Emergency Coordinator will form the basis for the contents of Sections 2, 3 and 4.
(b) Sections 5 and 6 will be completed based upon the determinations made in paragraph 4.2, preceeding.
NOTE The message form need not be used for conditions classified as a NOTIFICATION OF UNUSUAL EVENT unless the Emergency Response and Recovery Director so chooses.

4.3.2 Using the appropriate notification list in the Emergency Telephone Book, the Emergency Response and Recovery Director shall notify his assigned contacts of the situation and desired response actions to bg taken.

4.3.3 For events classified as a SITE or GENERAL EMERGENCY, the notification process shall be continued by Corporate Emergency Response Organization perso'nnel assigned notification responsibility. These personnel include:
a) Radiological and EOF Manager b) Emergency Support Manager c) Support Services Coordinator d) Technical and Engineering Support Supervisor e) Design Engineering Technical Group Leaders f) Event Historian g) Clerical Support Administrator NOTE This notification process may be implemented for events classified as a NOTIFICATION OF UNUSUAL EVENT or ALERT at the discretion of the Emergency Response and Recovery Director.
4.3.4 Those individuals assigned notification responsibility should contact their alternates and either the principal or one of the alternates identified for each position.

4.3.5 Design Engineering personnel shall be notified as directed by the l
Technical and Engineering Support Supervisor.

If EOF activation is anticipated'or required, sufficient personnel should be contacted to set up the EOF and to provide EOF communications and status information as described in paragraph 4.4 of this procedure.
b.
Additional engineering personnel may be notified based upon the event and the extent to which technical support is required.

Date - 12/20/82 4.3.6 Engineering assistance from the Mechanical / Nuclear Department shall be coordinated between the Technical and Engineering Support Supervisor and the Manager, Mechanical Nuclear Engineering or his designee.
4.3.7 If activation of the E0F is directed, the Clerical Support Administrator shall also contact a sufficient number of.
individuals to fill the desired positions as described in paragraph 4.4 of this procedure.
4.3.8 The primary means of notification should be by telephone.
a)
Individuals who carry remote pagers (beepers) may, in
- addition, be advised of an emergency condition during non-normal working hours upon activation of the paging network by the Oper ations Shift Supervisor. Notification by telephone, however, should be accomplished, regardless.
b)
In attempting to make contact allow sufficient time for a call to be answered. This should be about one minute or 10 rings.
If there is no response, move on to the alternate contact.
4.3.9 If, for any reason, a primary and an alternate cannot be reached for a position which is in turn responsible for further contacts, the individual attempting contact shall assume responsibility for those succeeding notifications.
In such cases, the individual attempting contact may:
a) Make the required notifications for the assigned position. or b) Designate another to make such notifications.
4.3.10 Completion of the notification process by individuals assigned should be reported to the Emergency Response and Recovery Director using the reporting relationship defined by Attachment 1, " Corporate Emergency Response Organization".
4.4 Notification Requirements for Set-Up and Operation of the E0F 4.4.1 If set-up and activation of the E0F is required or otherwise directed by the Emergency Response and Recovery Director, the Technical and Engineering Support Supervisor shall insure that a j
sufficient number of individuals are contacted to fill the l

Plant Status Recorder f) NRC ENS Comunicator NOTE Set-up of the EOF will require from three to five individuals. Normally, the individuals designated to set up the EOF will also fill several of the above positions.
4.4.2 If activation of the EOF is required, the Clerical Support Administrator shall insure that a stifficient number of individuals are contacted to provide the following functions:
a) Messengers (2)

b) PBX Operator c) Copy Machine Operator NOTE If such positions are to be filled by personnel not i
assigned to the Nuclear Generation Division, additional support shall be coordinated through the Support Services Coordinator.
4.4.3 The Radiological and EOF Manager will coordinate with the Technical and Engineering Support Supervisor to ensure timely set up of the EOF.
t 4.4.4 The Technical and Engineerino Suncort Supervisor and Clerical Support Administrator shall advise the Radi3 logical and E0F Manager upon completion of the above assigned notification responsibilities.
4.4.5 Additional support requirements; e.g.,
an individual to assist in tracking events and developing a chronological sequence to enable preparation of press releases, should be obtained by the Emergency Support Manager, as required.

Date - 12/20/82 4.5 Notification of Off-Site Agencies 4.5.1 Off-Site Agencies to be contacted for events which require implementation of emergency planning requirements include:
a) Linn County E0C.
b) Benton County E0C c) State Office of Disaster Services 4.5.2 Notification of an emergency classification and any subsequent reclassification shall be provided to the county EOCs via the respective Sheriffs' Offices.
4.5.3 Initial notification of Off-Site agencies will normally be conducted from the DAEC, either by the second SR0 on shift or under the direction of the Emergency Coordinator as prescribed in EPIP 1.2, " Notification".
4.5.4 Upon activation of the EOF, responsibility for subsequent communications with Off-Site Agencies shall be as directed by the Emergency Response and Recovery Director.
NOTE Upon activation of the County EOC, generally at the SITE EMERGENCY classification, civil defense officials will
. contact the EOF.
4.5.5 All notifications provided from the E0F shall be documented in the E0F log.
4.5.6 All records which document notification and communication activities shall be routed to the Emergency Event Historian.
4.6 Notification of NRC 4.6.1 The NRC shall be notified of an emergency within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> of its declaration, as prescribed in 10CFR50.72.
4.6.2 Such notification shall normally be provided under the direction of the Emergency Coordinator from the TSC.
t 4.6.3 Upon such notification, an open continuous communication path shall be maintained unless otherwise authorized by the NRC.

a) Upon activation of the E0F, a communicator shall be assigned to monitor such communications between the DAEC and NRC.
b) Upon arrival of the NRC at the EOF, the NRC will normally assume control of the ENS.

1.0 PURPOSE 1.1 This procedure provides instructions for activation and operation of the Emergency Operations Facility (EOF).
1.2 The key response functions performed in the E0F are, as follows:
1.2.1 Coordinate emergency response activities with local, State and Federal agencies and support organizations.
1.2.2 Coordinate technical and logistics support for response actions being taken or planned.
1.2.3 Monitor and evaluate off-site radiological consequences of an emergency at the DAEC.
2.0 APPLICABILITY 2.1 This procedure shall be implemented upon declaration of a SITE or GENERAL EMERGENCY and is applicable to corporate support personnel.who function as members of the Corporate Emergency Response Organization.
2.2 During an event classified as NOTIFICATION OF UNUSUAL EVENT or ALERT, the Emergency Response and Recovery Director may, at his discretion, initiate partial or full activation of the EOF.
3.0 RESPONSIBILITIES 3.1 Emergency
- Response and Recovery Director 3.1.1 Authorize activation of the EOF.
3.1.2 Upon activation, make decisions regarding notification and recommendation of protective actions to off-site authorities.
3.1.3 Manage the overall response effort by Iowa Electric.

3.2.1 Insure that the EOF Management Working Area is estelh521.
3.2.2 Upon activation, insure that local, State and Federal authorities located in off-site EOCs are appraised of the event status and response actions being taken.
3.2.3 Develop protective action recommendations for approval by the Emergency Response and Recovery Director.

3.3 Technical and Engineering Support Supervisor 3.3.1 Provide personnel, as required, to establish the EOF Management Working Area on the 14th Floor.
3.3.2 Designate personnel to function as communicators and status recorders upon activation of the EOF.
3.3.3 Coordinate with the Technical and Engineering Supervisor at the TSC to provide engineering and analytical support which may be required to achieve stable plaat conditions and mitigate the consequences of the event.
3.4 Radiological Assessment Coordinator 3.4.1 Upon activation, assume control of the Iowa Electric Radiological Monitoring Field Teams.

4.0 INSTRUCTIONS 4.1 Initial Notification 4.1.1 The Manager, Nuclear Division, hereinafter referred to as the Emergency Response and Recovery Director (ER&RD) shall initiate notification of the Corporate Emergency Response Organization, as prescribed in CPIP 1.2, " Corporate Notification", and direct that the EOF be activated.
NOTE EOF activation is required for all events classified as a SITE or GENERAL EMERGENCY and say, at the discretion of the ER&PD, e
be activated for events of a lower classification.
4.1.2 As part of the notification process, the Technical anti Engineering Support Supervisor shall identify the individuals to be assigned responsibility for physically rearranging furniture, partitions and telephones on the 14th Floor to establish an EOF Management Working Area, as prescribed in paragraph 4.2.
a) Personnel designated as communicators and status recorders should normally be those assigned to set up the area.
b). During other than normal working hours, contact should normally be made with such individuals by the Design Engineering Technical Group Leaders, as prescribed in CPIP 1.2, " Corporate Notification".
N0,T.E Personnel, so designated, are separately identified in the Emergency Telephone Book.
4.1.3 Clerical personnel initially contacted and assigned as messengers by the Clerical Support Administrator shall provide assistance in establishing the EOF Management Working Area, as QTined in-paragraph 4.2.
4.2 Establishment of the E0F Management Working Area 4.2.1 The EOF Management Working Area layout is as shown on Attachment 1, " EOF Management Working Area Layout".
4.2.2 Establishment of the EOF Management Working Area shall be accomplished under the overall direction and supervision of the Radiological and EOF Manager.

4.2.3 Under normal conditions, the Emergency News Center (ENC) shall be established in the same time frame that the EOF Management Working Area is being established.
a) Establishment of the ENC'shall be under the overall direction of the ENC Director, as prescribed in CPIP 1.4, " Activation and Operation of the ENC".
b) The ENC Director shall advise the ER&RD when the ENC has been established and review with him the level of media interest, pertinent information requests received, and media briefing
" time frames" that have been established.
4.2.4 Security provisions for the EOF, ENC and Executive Management shall be implemented, as prescribed in CPIP 1.5, " Building Security Implementation".
a) Establishment of building security shall be accomplished 4
under the direction of the Iowa Electric Security Director.
b) The Security Director shall advise the Radiological and EOF Manager and ENC Director when such measures have been fully implemented.

4.3.1 Staff support personnel shall report to their designated work locations; assure that their areas have been set up and equipped properly; review instructions associated with their job function, as appropriate; and advise their functional supervisor of their readiness.
4.3.2 Communications positions to be manned shall be as follows:
a) TSC " Dedicated" Communicator - receive unique or specialized plant status information, transmit information requests from the EOF to the TSC, and act as the ER&RD's personal communicator.
b) Radiological Survey Radio Operator - relay directions and information to Iowa Electric Radiological Survey Field Teams and receive radiological survey and airborne sampling data.
c) Radiological Status Communicator - provide dose projection information and radiological survey results to the State Field Team Captain at the Linn County E0C and receive radiological survey information obtained by the State Field Teams.
9 d) Engineering Information Communicator - receive and transmit detailed technical information regarding plant status and engineering solutions, coordinate engineering activities at the E0F with those being accomplished in the TSC, and act as the Technical and Engineering Support Supervisor's personal communicator.
e) NRC ENS Communicator - monitor conversations and information being transmitted between ENS extensions at the DAEC in the TSC and Control Room and NRC Emergency Operations Centers in Bethesda, MD. and Glen Ellyn, IL.
4.3.3 The Emergency Support Manager shall insure that an individual is l
a~ssigned in the E0F Management Working Area who will assist the ER&RD and ENC Director as the Technical Recorder, providing technical input to and conducting technical reviews of information to be transmitted to the media.
4.3.4 At the discretion of the ER&RD, the Emergency Support Manager shall select individuals to function as Iowa Electric representatives at the off-site EOCs.
a)
Individuals so selected should be capable of analyzing, interpreting, and communicating plant and radiological status information to officials at the off-site EOCs.

4.3.5 County, State and Federal agencies will normally dispatch representatives to the E0F upon declaration of a SITE or GENERAL EMERGENCY or upon being advised that the EOF has been declared operational, if such action has been taker, at a lower classification.
a) Upon arrival of the representatives at the 14th Floor access door, security personnel shall verify the identity of the representatives, as prescribed in CPIP 1.5, and inform the Switchboard Ope-ator of their arrival.
b) The Switchboard Operator shall advise the Radiological and E0F Manager of their arrival.
c) Representatives thus arriving shall be briefed by or under the direction of the Radiological and E0F Manager and directed to their respective work spaces in the E0F Management Working Area.
4.3.6 Additionally, an NRC Site Team will be dispatched for events classified as an ALERT or greater.
a) The TSC will serve as the base of operations for events classified as an ALERT.
b) The EOF will serve as the base of operations for events classified as a SITE or GENERAL EMERGENCY.
4.3.7 NRC Site Team members initially dispatched who are expected to be assigned to the E0F and their Corporate Emergency Response Organization counterparts are, as follows:

d) Media briefings and press release status.
e) Response actions in progress at the EOF to assist in mitigating / terminating the event at the si.te.
f) Local and State interfaces that have been established.
g) Prognosis of the event.
h) Potential need for Technical Specifications / License exemptions:

4.4 Activation 4.4.1 The ER&RD should brief the Radiological and EOF Manager and the Emergency Support Manager on plant ctatus and response actions underway and identify /prioritize corporate response actions to be taken in support of the response and recovery activities at the l
DAEC.
4.4.2 Each of the above managers should further brief Corporate Emergency Response Organization functional supervisory personnel under their direct supervision regarding plant conditions and response action status, and define specific tasks, as appropriate, to be accomplished.

'4.4.5 The Radiological and EOF Manager and Emergency Support Manager shall advise the ER&RD of their readiness to assume their assigned responsibilities upon:
a) Assuring that their functional groups are fully aware of plant status and response actions underway.
b) Assuring that adequate staffing is in place to carry out their assigned functions.
4.4.6 The ER&RD shall declare the EOF to be in operation and shall so inform the Emergency Coordinator, Emergency News Center Director and Corporate Management Representative once satisfied that the E0F is capable of assuming the following response actions:
a) Off-site communications, including follow-up notifications with local, State and Federal agencies.
b)

4.4.7 Upon declaring the E0F in operation:

4.4.8 Upon activation, the Radiological and EOF Manager shall assume responsibility for maintenance of the EOF Log provided as, "E0F Log Sheet" or equipment.
a) Log entries should not duplicate information contained in messages, status reports, etc., but should contain a chronological history of actions, decisions, and important communiques which occur.
b) Attachment 5, " Log Entry Topics", identifies typical types of information which should be recorded.
c)
In support of the Radiological and EOF Manager, additional logs should be kept by functional supervisors which reflect activities in progress, problems and their resolutions, and miscellaneous information which may be important from a historical perspective.

a) In addition to displaying such information on status reports and status boards, briefings should be conducted in the E0F Management Working Area to insure that all personnel are aware of such changes.
b) Additionally, the Emergency Coordinator should be advised of actions underway and decisions being made in the E0F and at off-site E0Cs.
4.6.6 Engineering activities including the means to be used to coordinate engineering support for the site and coordination / management of technical activities by off-site contract firms is described in CPIP 2.2.
a) Engineering, licensing and fuels related activities shall b conducted as directed by the Technical and Engineering Support Supervisor.
b) Unless directed otherwise by the ER&RD, such activities conducted in support of the emergency shall be performed in accordance with standard practices defined by the QA Plan and further described in related administrative and project procedures. a) The ER&RD is responsible for insuring that technical information regarding the event and that response actions being taken by Iowa Electric at the site and by support personnel in the E0F is accurately reflected in press releases and presented correctly at media briefings.

1 a) Where functional support capabilities can be improved by additional manpower and/or equipment and/or where additional technical or craft support is required, the Emergency Support L
Manager should be directed to coordinate with the respective functional supervisor and obtain the resources which are required.
b) Where response emphasis needs to be redirected due to the type of event, event phase, or other extenuating conditions, the ER&RD should take action to modify the structure of either or both the DAEC and Corporate Emergency Response Organizations to enable adequate response.
4.6.11 Where response actions will be required over-a protracted period

of time, the ER&RD shall insure that provisions are made for continuous coverage of required functions at all response center locations.
4.6.12 As plant conditions begin to stabilize and reclassification of the emergency to a lower classification is being conducted, the ERE D shall initiate action to develop a recovery plan.
a) Recovery planning shall be accomplished as specified in EPIP 5.2, " Recovery and Reentry".
b) Deactivation of both the DAEC and Corporate Emergency Response Organizations in part or in whole and transition to the normal operational organization or to a recovery organization shall be specified as part of the recovery plan.
c) Deactivation should not be accomplished until the requirements of EPIP 5.1, " Deactivation of the Emergency Response Organization", have been met.

Remove all chairs and trashcans from the eight (8) cubicits 3.
Remove the partition between cubicles 1 and 3 and the partition between cubicles 5 and 7. fold them closed, and transport them to the storage area in conference room C via the partition cart. Partitions are constructed by three sections forming T's. (Note the crosshatched areas on Figure 1.)
NOTE Tte front desk in cubicle 5 must be moved toward the back desk in cubicle 5 in order to clear aisle turn.

This procedure describes how the Emergency News Center (ENC) is activated, operated, and deactivated in response to any emergency situation at DAEC.
It also describes how public information operations are conducted in regard to the emergency.
2.0 APPLICABILITY This procedure applies to the ENC Director and the key members of his organization responsible for transmitting information to the media and public.
It will be used during a SITE or GENERAL EMERGENCY, or during a lower emergency classification at the discretion of the Emergency Response and Recovery Director.
3.0 RESPONSIBILITIES 3.1 Emergency Response and Recovery Director 3.1.1 Notify the ENC Director 3.1.2 Provide ENC Director with timely and accurate information.
3.1.3 Provide a technical review of news releases 3.2 ENC Director 3.2.1 Determine the degree of activation 3.2.2 Direct and coordinate activation of the ENC 3.2.3 Notify the Corporate Affairs staff, Corporate Services, and the media of the emergency 3.2.4 Ensure that accurate and timely information is provided to the media and other involved individuals and organizations 3.2.5 Conduct news conferences and briefings 3.2.6 Coordinate with local, State and Federal officials to prevent conflicting announcements to the media 4.0 INSTRUCTIONS 4.1 Activation During a NOTIFICATION OF UNUSUAL EVENT or an ALERT. the ENC may be activated at the discretion of the ENC Director.

- 1) For an event of minor significance, where escalation is not anticipated, the release will be issued during j the workday as routine business.
- 2) For a major event, the release will be issued as l
soon as possible following evaluation of the extent and magnitude of the event by the Emergency Response and Recovery 1)lrector.
4.1.2 The ENC Director should notify:

- 1) Assistant Directors of the Corporate Affairs staff to report to the Emergency News Center.
- 2) Support Services Coordinator to coordinate preparation of the ENC for emergency use.
4 a) The Assistant Directors shall, in turn, notify the 1
Corporate Affairs personnel who should be instructed to report to the lith Floor.
l b) The Nuclear Information Coordinator or designee, l
should contact outside agencies regarding the emergency situation. The public relations consultant should be contacted to provide communications specialists, as necessary, to assist with ENC activities. The specialists should be instructed to report to the Coordinator.
4.1.3 The ENC Director should organize and direct preparation of the ENC for use as. follows:
a) Based on an estimate of the number of news people present l
and/or anticipated, determine if the existing facilities are adequate.
- 1) The 6th Floor of the IE Tower shall be the primary location for the ENC if less than 200 members of the i
press are anticipated.

b) Announce the opening of the Emergency News Center to the media.
c) Advise the Cedar Rapids Police Department of possible l
traffic congestion at the IE Tower due to TV trucks, lights, etc.
4.2 OPERATIONS 4.2.1 Members of the Press should be processed, instructed as to procedure, and informed of events as follows:

1.0 PURPOSE This procedure prescribes the actions to be taken to implement and maintain security for the Emergency News Center (ENC), Emergency Operations Facility (EOF) and Iowa Electric corporate management offices.
A_PPLICABILITY 2.0 P
2.1 This procedure is applicable to the Security Director and to personnel assigned to the designated security posts upon activation of the E0F or ENC due to an emergency at the DAEC.
2.2 The requirements of'this procedure shall be implemented upon declaration of a SITE or GENERAL EMERGENCY classification.
NOTE At the discretion of the Emergency Response and Recovery

Director, the requirements of this procedure may be implemented at events of a lower classification.
3.0 RESPONSIBILITIES 3.1 Security Director 3.1.1 Contact security force organizations for security guards, instruct them as to their responsibilities associated with implementing and maintaining security during an emergency, and assign them to the posts to be manned.
3.1.2 Coordinate, as required, with the Support Services Coordinator and Assistant Vice President-Administrative for clerical personnel to be assigned to the required security posts, and ensure that personnel assigned are instructed as to their function and responsibilities.
3.1.3 Advise the Radiological and EOF Manager, Support Services Coordinator and ENC Director when building security has been established and resolve security related problems which occur, coordinating as required with the Support Services Coordinator.

4.0 INSTRUCTIONS 4.1 Upon being advised by the Support Services Coordinator that activation of the EOF and/or ENC is planned or is underway, the l

4.1.1 During normal working hours (8:00 a.m. - 5:00 p.m. on Monday through Friday), provide for a building-wide announcement as prescribed in Attachment 1, " Emergency Announcement Message", to be made by the IELP Switchboard operator instructing personnel to take the following actions:
a) All IELP and contract personnel shall report to their normal work location.
b) All industry representatives shall vacate Iowa l
Electric portions of the building unless specifically requested to remain by their IELP contact.
c) All visitors shall leave Iowa Electric portions of the building.
4.1.2 Notify the Tower Building Engineer, Towle Management L
Corporation, that building security is being established and request that otner building tenants be notified.

4.1.3 During of f-ncreal hours instruct the guard stationed at the 1st floor elevator lobby that; a) Personnel who present identification as Iowa Electric employees, shall be permitted access to Iowa Electric portions of the building.
b) Contract personnel, whose names are listed in the Emergency Telephone Book, shall also be permitted access to Iowa Electric portions of the building.

c) personnel who present valid credentials as a Linn or Benton County Civil Defense member; representative from the State of Iowa Office of Disaster Services or Department of Health; employees of the Nuclear Regulatory Commission (NRC) or Federal Emergency management Agency (FEMA) shall be parmitted access to the 6th or 14th floors, as requested.
d)
If access is dasired by any other individuals, the Security Director should be contacted.
e) Access to other floors in the building should not be permitted until the required security posts have been established.
4.1.4 Contact the organizations listed on Attachment 2,
" Security Guard Service Organizations", and:

a) Arrange for a minimum of four (4) security personnel to report as soon as possible.
b) Inform the Security Guard Service Organization representative that the requested personnel should report to the 1st floor elevator lobby of the Tower in uniform.
NOTE If possible, at least one guard per shift should be a t
peace offier with powers of arrest.
4.1.5 Coordinate, as required, with the Assistant Vice President Administrative to obtain clerical personnel who are familiar with personnel normally assigned co or who may require access to the 6th, 14th, and 20th floors.
4.1.6 Verify that desks and/or tables for use by the Security Access Clerks and Security Guards on the 6th and 14th floors are positioned as described in CPIP 1.4,
" Activation and Operation of the ENC", and CPIP 1.3,
" Activation and Operation of the EOF".
4.1.7 If additional desks and chairs are required for security personnel on the 1st and 20th floors, contact the Support Services Coordinator and make arrangements for the t
necessary furniture.

4.1.9 Post signs in the 1st floor elevator lobby indicating restricted access on the 6th, 14th, and 20th floors.
4.1.10 Ensure that each security post is provided with necessary access badges and other supplies using Attachment-3,
" Security Post Equipment and Supplies", as a guide.
l 4.1.11 Inform the Emergency Support Manager, the Emergency News l
Center Director and the Support Services Coordinator that security posts have been established.
4.2 Upon reporting to their assigned locations, clerical personnel should:
4.2.1 Assist, as required, in assuring all personnel requested to vacate ima. Electric portions of the building have left the building.
4.2.2 Initiate access control to the ENC, EOF, and corporate management offices, as described in paragraphs 4.6 and 4.7, and initiate recording of key emergency response personnel who exit and enter those areas using Attachment 4, " Personnel Access Log", or equivalent, as prescribed in paragraph 4.5.

a) Upon verifying the individual's identity by reviewing, for example, a valid driver's license, the individual to be seen should be contacted to obtain access authorization.

4.7 Personnel desiring access to the ENC shall be granted access upon completion of the following steps:
i 4.7.1 Ind1viduals who identify themselves as members of the media to the Security Access Clerk shall be requested to provide some form of identification which validates their affiliation with a bona fide media group.
a) A member of the ENC staff shall be contacted, if not present, and access authorization requested.
b) Upon receivirg authorization, the Security Access Clerk should issue a BLUE color-coded badge to the individual, recording his or her name and media affiliation in the blanks provided.
c) Additionally, members of the media should be requested to fill out Attachment 6, " Press Registration Form" or equivalent.
i d) Following completion of the above steps, access shall be granted.
4.7.2 Personnel who are not affiliated with a media organization but who desire access shall be requested to present-some form of identification; e.g., a valid driver's license, l
and identify the reason that entry is desired.

a) A member of the ENC staff shall be contacted, if not present, and access authorization requested.

- 1. 0 PURPOSE t
This procedure provides instructions associated with the performance of engineering, analysis and licensing activities conducted in the Emergency Operations Facility (EOF) during an emergency at the DAEC.
2.0 APPLICABILITY 2.1 This procedure saall be implemented upon declaration of a SITE or GENERAL EMERGENCY and is applicable to engineering, licensing and fuels personnel assigned to the Nuclear Generation Division, Electrical Engineering and Mechanical / Nuclear Departments in the corporate office.
2.2 Portions of this procedure may also be implemented for events of a lower classification, as directed by the Emergency Response and Recovery Director, to support engineering and evaluative activities being accomplished at the DAEC.

3.0 RESPONSIBILITIES a.1 Emergency Support Manager 3.1.1 Ensure that engineering, nuclear licensing and fuels activities conducted in the E0F are coordinated with those being accomplished at the DAEC.
3.1.2 Assist, as required, in obtaining engineering analysis, licensing and fuels expertise from vendors and contract firms.
4 3.2 Technical and Engineering Support Supervisor 3.2.1 Coordinate with the Technical and Engineering Supervisor in the TSC and identify engineering analysis and licensing support tasks which are to be accomplished in the E0F.
3.2.2 Assign engineering and related support tasks to staff personnel in the E0F and provide overall guidance and technical direction for the assigned work.
3.2.3 Provide personnel, as requested, for communications and status recorf. M functions in the E0F.
3.2.4 Obtain engineering resources available within the corporate offices, as required, to support engineering efforts being accomplished by personnel assigned to the Nuclear Generation Division, Electrical Engineering and Mechanical / Nuclear Departments.

3.3 Task Group Leaders 3.3.1 Establish criteria for tasks which are identified and assign the performance of designated activities to cognizant staff personnel.
3.3.2 Provide direct supervision of activities assigned and assistance, as may be required, during their execution.
3.3.3 Evaluate, as appropriate, proposed solutions to technical 4
problems, recommendations received from vendors, etc.,
and appraise the Technical and Engineering Support Supervisor of the results.
4.0 INSTRUCTIONS 4.1 Notification and Activation 4.1.1 Upon being notified that activation of the EOF is planned or is required, the Technical and Engineering Support Supervisor shall designate individuals to be assigned as communicators and status recorders in the EOF.
a)
Individuals so designated will normally be those assigned responsibility to set up the E0F, as prescribed in CPIP 1.3, " Activation and Operation of the EOF".
b) During other than normal working hours, contact should be made with such individuals by the Design Engineering Technical Group Leader, as prescribed in CPIP 1.2, " Corporate Notifice.tior.".
4.1.2 The Technical and Engineering Support Supervisor shall advise the Design Engineering Technical Group Leaders of the nature of the emergency condition at the DAEC and designate personnel to be initially assigned to the engineering support staff.
a) While all engineering, licensing and fuels personnel in the Nuclear Generation Division should be contacted, the Technical and Engineering Support Supervisor may designate only selected individuals to L-

4.1.3 Upon arrival in the E0F, if not already ther.e, the Technical and Engineering Support Supervisor shall insure that:
a) The Supervising Engineer, Site Design Engineering and Supervising Engineer, Systems Engineering have been contacted by the Emergency Support Manager.
b) Personnel have been assigned to establish the EOF Management Working Area, as prescribed in CPIP 1.3,
" Activation and Operation of the EOF".
c) The Engineering Information Communicator assigned in the E0F has established contact with his/her counterpart in the TSC.
4.1.4 Upon being briefed by the Emergency Support Manager regarding plant conditions, response action status, and initial tasks to be accomplished, the Technical and Engineering Support Supervisor should:
a) Contact the Technical and Engineering Supervisor in the TSC to review current plant status, determine specific response actions underway and being planned, and define engineering support tasks to be accomplished in the EOF.
b) Brief Task. Group Leaders in the E0F on the latest l
information received and actions to be taken, and l
insure that the Task Groups are adequately staffed and ready to perform their designated functions.

c) Advise the Emergency Support Manager that the assembled personnel are ready to perform their assigned functions.

4.2.4 The functional charter of the Vendor Contact Task Group is as follows:
a) Contact 6pplicable vendors and industry organizations such as General Electric, Bechtel, INPO, etc., with expertise in specialized areas who may be able to contribute to analyzing the cause of the event, evaluating plant conditions, proposing solutions to problems, and identifying response actions to be pursued.
b) Arrange for telephone conferences or meetings between such vendors and cognizant Iowa Electric personnel.
c) Pursue additional contacts with other vendors based upon recommendations received to insure that the most competent technical assistance can be applied to the problem (s) being experienced.
d) Coordinate procurement activities between the other Task Groups, Vendors and Contractor and with Iowa Electric's Purchasing, Insurance, and Legal Departments.
4.2.5 Licensing personnel should be available for consultation with DAEC and corporate management personrel to:
a)
Insure that proposed response options do not violate license conditions or Technical Specifications, or, if so, b) Propose changes to the license or Technical Specifications, review and/or develop the basis for justifying the approach selected, and solicit approval from the NRC, as directed by the Emergency Response and P.ecovery Director.
4.2.6 Fuels personnel should be available for consultation with the fuel supplier and/or the fuels consultants in the event of a fuels related problem.

4.2.7 In addition to providing support in one of the functional groups, discussed in paragraphs 4.2.2 through 4.2.6, selected engineering, licensing and fuels personnel shall also provide support for the following functions, as prescribed in CPIP 1.3, " Activation and Operation of the EOF", and CPIP 2.1, " Dose Assessment and Protective Action Recommendations".

c) Developing technical material for use by corporate management personnel during briefings.
d) Providing escort services for technical experts brought in to solve specific problems.
e) Serving on special task forces convened to review technical problems.
4.3 Operation 4.3.1 The Technical and Engineering Supporc Ovpervisor should consult frequently with the Technical and Engineering Supervisor in the TSC to ensure that engineering efforts available within the E0F are being properly applied.
4.3.2 The Engineering Information Communicator should remain in contact with his/her counterpart at the DAEC to aid in insuring that E0F engineering support efforts are properly directed and that E0F engineering Task Groups are appraised of the latest status infcrmation.

c) The Technical and Engineering Support Supervisor should insure that such information is provided to the Technical and Engineering Supervisor in the TSC.

4.3.5 Engineering solutions developed through the combined efforts of the three Task Groups should be evaluated for their applicability by the Technical and Engineering Support Supervisor.
a) Proposed solutions and their basis should be provided to the Technical and Engineering Supervisor in the TSC for further evaluation by TSC staff personnel and implementation, if determined to be appropriate.
b)
In a like manner, engineering solutions developed in the TSC may be independently reviewed by EOF staff personnel.

4.3.6 Proposed response options developed by the Technical Analysis Task Group should also be evaluated by the Technical and Engineering Support Supervisor for applicability and if appropriate, recommended to the Technical and Engineering Supervisor in the TSC for consideration by TSC staff and cn-shift operations personnel.
4.4 Documentation of Engineering Analysis 4.4.1 Unless waived by.the Emergency Response and Recovery Director, all engineering activities performed during the emergency shall be performed in accordance with standard practices employed by Iowa Electric.
a) The Technical and Engineering Support Supervisor should evaluate such practices and where warranted, recommend waivers of specific requirements that will aid in resolving plant problems, yet not jeopardize plant safety.
b) The Technical and Engineering Support Supervisor should discuss such recommendations with the Technical and Engineering Supervisor in the TSC, as applicable, and seek his input regarding waivers desired by personnel at the DAEC.
c) Based upon such discussions, the Technical and Engineering Support Supervisor should propose such waivers to the Emergency Support Manager.

4.4.2 The Emergency Support Manager should evaluate such requests and review them with the Manager of Corporate Quality Assurance and the Emergency Response and Recovery Director.
4.4.3 If approved by the Emergency Response and Recovery Director, documentation of such approval should be recorded in the EOF Log and authorization transmitted to the Emergency Coordinator.
4.4.4 Activities subsequently conducted under such waivers shall be tracked by Quality Assurance personnel, as specified in CPIP 2.4, " Quality Assurance and Quality Control Activities".

2.0 APPLICABILITY 2.1 This procedure shall be implemented upon declaration of an ALERT or higher event classification and applies to the Manager, Corporate Quality Assurance and his QA/QC staff members that would be affected by an emergency at DAEC.
2.2 During an event classified as a NOTIFICATION OF UNUSUAL EVENT, the Manager, Corporate Quality Assurance, at his discretion may direct partial or full implementation of this procedure.

4.0 INSTRUCTIONS NOTE The occurrence of an emergency situation at the DAEC may result in the suspension of normal quality control requirements in activities and events critical to achieving a safe and stable plant condition. These instances must be documented by each responsible manager such that the activity or event can be reviewed and corrected following:the conclusion of the emergency situation. All activities occurring during and directly after the emergency shall be considered " nonconforming" until disposition is determined through post-emergency j
review.
4.1 The Manager, Corporate Quality Assurance shall be notified of an emergency situation at DAEC in accordance with CPIP 1 2, " Corporate Notification."
4.2 Through communications with the Emergency Response and Recovery

Directo-and others, as appropriate, the Manager, Corporate Quality Assurance shall determine the scope of QA/QC activities required to support DAEC during the emergency situation.
Depending upon the type, extent. severity, and potential for escalation of the emergency at DAEC, he shall:

- 1) Coordinate with the Operational Support Center Supervisor and Technical Support Center Supervisors c
regarding emergency repair work.
- 2) Assign Quality Control personnel for inspection of emergency repair work, as conditions permit, and to ensure that all nonconforming activities and processes have been documented by responsible management representatives. Additionally, any installation or use of nonconforming equipment or use of non-qualified personnel shall be documented. QC personnel, in conjunction with maintenance personnel, shall perform appropriate verification checks on critical recovery activities such as measurements, sequence of events, etc., necessary to ensure safe recovery.
4.2.3 Ensure that all QA/QC reporting requirements are met either during or following the emergency situation.
4.2.4 Following the return of the plant to a safe and stable condition, assist Nuclear Generation Division Management in oreparation of a report of the event for the Senior Vice President, Energy Resources & Utilization-Research &
Environment, using, in part, QA/QC documentation.

2.0 APPLICABILITY 2.1 This procedure is applicable to the Insurance and disk Manager and to Department personnel who are cesignated to perform specific response functions in the event of an emergency at-the DAEC.
2.2 The provisions identified in this procedure will normally be effective for events classified as a SITE or GENERAL EMERGENCY, but j\\
may also be applicable for events of a lower classification, based upon the severity of the situation.
4 3.0 RESPONSIBILITIES 3.1 Insurance and Risk Manager 3.1.1 Inform insurance carrier representatives of the emergency situation and response actions which are being taken at the site and in the off-site environs.
3.1.2 Provide assistance, as requested, in coordinating insurance carrier activities with Iowa Electric and with the general public.
3.1.3 Interface with off-site medical facility representatives j
regarding treatment provided for contaminated and injured personnel.
3.2 Emergency Response and Recovery Director 3.2.1 Ensure that the Insurance and Risk Manager is appraised regarding the nature of the emergency, the actual or potential impact on the public within the inhalation exposure (10 mile radius) EPZ and, to the extent known, major plant structures / components which have or are likely to suffer damage.
3.2.2 Ensure that the Insurance and Risk Manager is advised of serious personal injuries for which off-site medical support assistance is being provided.

a) If the Corporate Emergency Response Organization is being activated, the Insurance and Risk Manager should initially report to the EOF to obtain further information regarding the event.
b) If the event occurs during other than normal working hours, the Insurance and Risk Manager may elect to contact other members of the Insurance Department and either have them standby or report to their normal work locations.
4.1.2 The Emergency Response and Recovery Director shall ensure that the Insurance and Risk Manager is briefed regarding plant status, potential impact to members of the public, and the extent to which major plant structures and components have been damaged.
NOTE The Insurance and Risk Manager shall also be appraised l
of serious personal injury accidents, if any, for l
which off-site medical assistance has been sought.
l a) This briefing may be conducted by the Corporate Management representative and be coordinated with briefings conducted for other key members of the Corporate Emergency Response Organization; e.g., the Legal Advisor, the ENC Director, and executive management.
l b) The Insurance and Risk Manager should-then brief members of his staff and assign tasks, as appropriate.
4.2 Communications and Interface 1

4.2.2 If serious personal injuries have occurred which require off-site medical support assistance, the Insurance and Risk Manager shall ba responsible for:
a) Communicatina with medical authorities to determine the extent of injuries, status of treatment, etc.
b) Providing information and support, as may be requested by medical authorities.
c) Ensuring that the Emergency Response and Recovery Director, ENC Director and Safety Director are informed of the patient's status and providing such information to f
other corporate management personnel, as requested.
4.2.3 As further information regarding the event becomes known and as conditions change, the Insurance and Risk Manager should be briefed, and the updated information communicated to the associated insurance carriers.
4.2.4 Responses to insurance carrier requests for further information regarding the event and the impact on the general public should be coordinated by the Insurance and Risk Manager.
a) Such requests for further information should be reviewed with the Emergency Response and Recovery Director or Corporate Management representative to aid in assuring j
accuracy of responses provided.
l b) In those situations where detailed technical information is desired, the Insurance and Risk Manager may request that the Emergency Response and Recovery Director make an individual (s) available for telephone conferences with l
insurance carrier representatives.
l 4.3 Coordination of Insurance Related Activities 4.3.1 Assistance shall be provided, as requested, by the insurance carriers associated with activities performed by claims l
personnel in the local area.

Scenarios sha'll be varied from such that all major clements of tha DAEC Emergency Plan and the IELP Ccrporate Emargency Response Plan and their preparedness organizations are tested within a five-year period (see, " Major Elements of the IELP Emergency Response Plans to Be Tested Within a Five-Year Period").
- b. One exercise shall be initiated between 6:00 p.m. and midnight and another between midnight and 6:00 a.m. once very six years.
- c. Exercises shall be conducted under various seasonal or weather conditions (i.e., winter, spring, summer, and fall).
- d. Exercises shall include activation of the Operational Support Center, Technical Support Center, Emergency Operations Facility, and Emergency News Center.
Exercises shall be conducted in accordance with scenarios 4.1.3 which emphasize the effectiveness of procedures and use of actual equipment.
Scenarios shall include, as a minimum, the following:
- a. Basic objective (s) of the exercise.
NOTE A measurable and observable objective should be specified for each major task / function.
- b. Date(s) time period, place (s), personnel, and participating organizations.
- c. Simulated events.
- d. Time schedule (s) of real and simulated initiating events.
- e. Narrative summary describing the conduct of the exercies, including simulated casualties, offsite assistance, use of protective clothing and associated equipment, deployment of personnel and radiological teams, and public information activities.

4.2 Coordination of Exercise Participation and Scheduling 4.2.1 The exercise shall be coordinated with representatives of IELP/DAEC and offsite support agencies including Federal, State and local government agencies as necessary.
4.2.2 The number of representatives contacted shall be consistent with the scope of the exercise to be conducted; however, as a minimum, the following organizations should be contacted:

4.2.4 Federal agencies shall participate in exercises at least once every five years.

- 2) Personnel observed and their emergency functions
- 3) Times of all entries e) An observer may be assigned the additional duties of presenting preplanned nypothetical emergency conditions and findings to participants in the location to which he is assigned.
f) Observers and exercise participants shall be alerted to plant and personnel safety during an exercise.
Consideration should be given but not limited to the following:
- 1) Possible mistakes must be anticipatd. Observers should be cautioned to phrase instructions to participants so that response actions are simulated and not actually carried out.
- 2) Observers should be prepared to restrain participants from accidental actions which may cause personnel injury or damage to the plant.
- 3) Observers should be instructed to temporarily suspend or terminate an exercise if circumstances warrant and notify the Emergency Response and Recovery Director of such an action.
4.5.4 The exercise should be terminated by the Emergency Response and Recovery Director.

Critiques shall evaluate individual, group, and equipment perormance where applicable and make recommendations for improvement.

NOTE Normally during the next working day following an exercise, FEMA and the fiRC will hold a joint critique of the utility, State and Local Government's performance during the exercise.

1.0 PURPOSE 1.1 This procedure describes the actions required by the Emergency Response and Recovery Director during an emergency situation at the Duane Arnold Energy Center.
2.0 APPLICABILITY 2.1 This procedure applies to the Emergency Response and Recovery Director.
2.2 The Manager, Nuclear Division is the primary individual designated to assume this position upon activation of the Corporate Emergency Response Organization.
3.0 RESPONSIBILITIES 3.1 General Responsibilities 3.1.1 The Emergency Response and Recovery Director is accountable to the Senior Vice President, Energy Resources &
Utilization-Research & Environment and is responsible for the overall direction and control of the integrated Emergency Response and Recovery effort. He will inform Corporate Management of those matters which impact on the safe recovery of the station and may affect the general public. He has the full authority and responsibility to make coninitments for the Company related to emergency response and DAEC recovery activities in the event of an Alert, Site Emeroency or General Emergency.
This authority is granted unti1~the plant is in a safe and stable condition and the emergency classification is terminated.
3.1.2 The Emergency Response and Recovery Director shall coordinate the efforts of the Radiological and E0F Manager and the Emergency Support Manager with the Emergency Coordinator.
3.1.3 The Emergency Response and Recovery Director shall approve the protective action recommendations to off-site authorities made by the Radiological and EOF Manager.
He must ensure that the protective action recommendations are based on the Emergency Coordinator's analysis of. current trends in degrading reactor core conditions as well as potential or actual radiological release conditions in order to identify potential problems.

4.1.1 The Manager, Nuclear Division (or his alternate) will receive initial notification of a declared Emergency Action Level at the DAEC from the Emergency Coordinator.

4.1.2 The Manager-Nuclear Division, should determine his next course of action as follows:

Upon NOTIFICATION OF UNUSUAL EVENT or an ALERT, initiate one of the following courses of action based on the current situation and projected trend:
(1)
Inform appropriate IELP personnel of the situation and, if appropriate, place them on standby (use of CPIP 1.2, " Corporate Notification",
as a guide). Standby does not constitute activation of the Corporate Emergency Response Plan. Those individuals placed on standby have no further action, other than to keep appropriate IELP management apprised of their location (2) Activate the Corporate Emergency Response Plan.
This invokes the Corporate Plan Implementing Procedures 1.2 through 2.6.

Upon notification of a Site or General Emergency, initiate immediate activation of the Corporate Emergency l Response Plan.

4.2 Mobilization of the Emeroency Response Organization 4.2.1 The Emergency Response and Recovery Director shall mobilize the Emergency Response Organization using the mobilization matrix, Attachment 3 of CPIP 1.2, " Corporate Notification."

4.2.2 He is responsible for contacting the following individuals:

If the primary and alternates for any of these individuals cannot be reached the Emergency Response and Recovery Director shall assume the notification responsibilities of tnat individual. The notification flow path is described in to CPIP 1.2.
4.2.3 The Emergency Response and Recovery Director should receive reports from the Emergency Coordinator and other individuals l listcd above when the notification process is complete and the emergency facilities are fully operational.
4.2.4 The Emergency Response and Recovery Director may designate other individuals to assume emergency positions if the primary and all alternates are unavailable.
He may also change the emergency response organization to better apply resources as the event progresses or changes.
r 4.3 Notification of Outside Agencies 4.3.1 Upon activation of the Corporate Emergency Response Plan, the Emergency Response and Recovery Director shall assume the responsibility of informing the NRC of changes in the emergency condition at DAEC.
He may delegate this responsibility to the Radiological and EOF Manager.
4.3.2 The Emergency Telephone Book lists additional Federal, State and Local Officials as well as support agency management personnel that may be contacted as directed by the Emergency Response and Recovery Director.
4.4 Continuing Actions Required From the Emergency Response and Recovery Director l
4.4.1 Brief the EOF staff at frequent intervals to ensure that the latest conditions at the DAEC are understood and projected trends or potential problems are considered.
4.4.2 Approve protective action recommendations to the State and i
local EOCs made by the Radiological and EOF Manager.

l 4.5 Downgrading EALs and Deactivation of the Emergency Response Organization 4.5.1 Consult with the Emergency Coordinator to determine what portions of the Emergency Response Organization may be deactivated. EPIP 5.1, " Deactivation of the Emergency Response Organization" lists deactivation guidelines.
l 4.5.2 An emergency which results in the activation of the E0F and l
supporting outside agencies shall be declared "under control" or "over" when the plant is in a stable state, necessary plant operating equipment is functioning properly and there is no potential for uncontrolled radiological releases.
4.5.3 A verbal summary should be given to all government and l
support agency officials notified when the emergency condition has been resolved. Within eight (8) hours of the verbal summary, a written summary shall be sent to the NRC and other agencies as appropriate for a GENERAL EMERGENCY, SITE EMERGENCY or an ALERT. An Unusual Event requires a written summary within twenty four (24) hours of the verbal summary. At the discretion of the Emergency Response and Recovery Director, it may also be sent to each of the individuals contacted during the emergency.

1.0 PURPOSE 1.1 This procedure describes the actions required by the Radiological and E0F Manager during an emergency situation at the Duane Arnold Energy Center (DAEC).
2.b APPLICABILITY 2.1 This procedure applies to the Radiclogical and EOF Manager.
2.2 The Manager, Nuclear Licensing is the primary individual designated l
to assume this position upon activation of the Corporate Emergency' Response Organization. The designated alternates are specified in the Emergency Phone Book.
l 3.0 RESPONSIBILITIES 3.1 General Responsibilities 3.1.1 The Radiological and E0F Manager is accountable to'the Emergency Response and Recovery Director and is responsible for coordinating all off-site radiological monitoring and dose assessment activities and providing protective action recommendations to state and county authorities to protect the general public.
3.1.2 The Radiological and E0F Manager shall supervise the activation of the Emergency Operations Facility (EOF) and coordinate the efforts of the Radiological Assessment Coordinator.
3.2 Specific Responsibilities 3.2.1 Determine from the Emergency Response and Recovery Director the extent to which the Corporate Emergency Response Organization is to be activated.
l 3.2.2 Supervise the activation of the EOF and the establishment of E0F Management Working Area.

4.2.2 Coordinate the arrival of Emergency Response Organization personnel with the Emergency Support Manager and ensure that they are assigned to complete the specific tasks identified in CPIP 1.3.
4.2.3 Ensure that the E0F log has been initiated by the event historian.
4.2.4 Ensure that communications are established between:
a.
The Radiological Assessment Coordinator and the Site Radiation Protection Coordinator b.
The Radiological Assessment Coordinator and the Off-Site Radiological Monitoring Teams c.
The EOF Communicator (White TSC Hotline) and the TSC Communicator d.
The E0F Communicator (Red Hotline) and the NRC e.
The E0F and the E0Cs 4.2.5 Ensure that a functional test of all equipment (e.g., VAX computer, overhead projectors, telephones) is performed and that any problems or malfunctions are resolved. Refer to CPIP 1.3.
4.2.6 Brief the Radiological Assessment Coordinator on current and 4
projected plant conditions, actual or potential radiological releases, meteorological conditions, the status of off-site radiological monitoring teams, any actions taken by plant personnel that relate to off-site radiological conditions, and any significant trends.
4.2.7 When the Emergency Support Manager reports that all key positions are manned and sufficient personnel are present to constitute a level of operational readiness and the Radiological Assessment Coordinator reports that he is ready to assume responsibility for nerrorming dose assessment

He will then notify County, State and Federal E0Cs.
l 4.2.8 Ensure that the EOF is secure by contacting the Security Director concerning his activities to secure the building.
4.3 Actions Required to Coordinate the Radiological Assessment Program 4.3.1 When authorized by the Emergency Response and Recovery Director assume responsibility for off-site agency follow-up contact.
4.3.2 Contact the Linn County, Benton County, and the State of Iowa Emergency Operations Centers (E0Cs). Advise them that the ECF is being activated. Provide them with the current plant conditions, actual or potential radiological releases, meteorological conditions and forecasts, and any other information as required by tne current situation. Request that their representatives be dispatched to the EOF.
t 4.3.3 When the county and state E0C representatives arrive at the E0F, brief them on current and projected plant conditions, meteorological conditions, actual or potential off-site radiological releases, and any significant trends.
4.3.4 As dose projection information becomes available, develop protective action recommendations in accordance with CPIP 2.1 " Dose Assessment and Protective Action Reconsnendations".

4.3.6 Ensure appropriate Emergency Response Organization personnel and state and county officials are immediately. advised of any significant changes in status, any significant trends or any changes to protective action recommendations and that they receive an update of the situation every hour at a minimum.
4.3.7 Ensure that radiological status reports are developed and displayed in a timely manner and that they indicate current trends.
4.3.8 Ensure that the efforts undertaken by DAEC field monitoring teams, state field monitoring teams and other groups are being coordinated by the Radiological Assessment Coordinator.
4.3.9 Evaluate the radiological survey results and revise protective action recommendations as required.
