Dear Mr. Austin:

Attached for your approval is Public Service Company of Colorado's (PSCo) Final Survey Report for the Fort St. Vrain (FSV) Repower Area. This report presents the results of final survey measurements performed in approximately 5 acres of mostly open land and concrete just east of the FSV turbine building, where PSCo plans to install natural gas-fired combustion turbines and heat recovery boilers to repower the facility.

j The Final Survey of the Repower Area was performed in accordance with the FSV Final Survey Plan approved via the referenced letter. This survey is the first phase of the final survey of the Fort St. Vrain Nuclear Station, and it confirms with a very high degree of confidence that the criteria established for release for unrestricted use have been satisfied.

After the NRC confirms the satisfactory results of this survey, PSCo intends to re-designate the Repower Area as an unrestricted area and begin repowering construction activities therein. To support our repowering construction schedule, PSCo requests NRC approval of the attached report by June 1,1995.
