I and 2 Inservice Testing Programs for Pumps and Valves. In several conversations with your Staff, during February,1984, clarification on portions of our pump program was requested. The enclosures to this letter clarify.our previous submittals and document our conversations with your Staff. Revisions within the enclosures are marked with a revision number of 03. I PUMP INSERVICE TEST PROGRAM 2.1 PROGRAM DEVELOPMENT PHILOSOPHY The North Anna Unit #1 Pump. Inservice Test Program has been developed to meet the requirements of 10 CFR 50, Section XI of the ASME Boiler and Pressure Vessel Code, Subsection IWP and Technical Specifications.-This Program has been designed to detect and evaluate significant hydraulic or mechanical changes in the operating parameters of vital pumps and to initiate corrective action when necessary. North Anna Unit #1 Technical Specification 4.0.5 requires " Inservice testing of ASME Code Class 1, 2 and 3 pumps shall be performed in accordance with Section XI of the ASME Boiler and Pressure Vessel Code and applicable addenda as required by 10 CFR 50, Section 50.55 a(g), except where specific written relief has been granted by the Commission pursuant to 10 CFR 50, Section 50.55 a(g)(6)(i)". 10 CFR 50, Section 50.55 a(g)(4)(iv) states " inservice examinatione of components may meet the requirements set forth in subsequent editions and addenda" of ASME Section XI that have been approved by the NRC, cubject to Commission approvalt 10 CFR 50 Section 50.55 a(b)(2) revised as of January 1, 1983 states " references to Section XI of the ASME Boiler and Pressure Vessel 03 code refer to Section XI through the 1980 Edition and addenda through the Winter 1980 addenda". In accordance with the above, North Anna Unit #1 will test those pumps that fall under the scope of ASME Section XI using Subsection IWP of the 1980 Edition of ASME Section XI.
f-A review has identified those pumps whose function is safety, (Section 2.4, Pump Testing List). These pumps will be tested in 03 accordance with the 1980 Edition of ASME Section XI to the extent practical. It must be recognized that due to design differences among plants, some code testing requirements are impractical. Where such impracticalities exist, relief has been requested and alternate testing requirements have been proposed when warranted. 2.2 PROGRAM IMPLEMENTATION The Pump Test Program will be executed as part of the normal plant surveillance program which is implemented by periodic tests. Reference values were established using original surveillance test data or data from later tests when the pump was operating acceptably in accordance with IWP-3110. Acceptance criteria for the periodic tests are based on the reference values and the allowable ranges specified in Table IWP-3100-2. Following pump maintenance the previous reference values will be reconfirmed or a new set of reference values will be determined in accordance with IWP-3111. Post-maintenance testing will be performed by the applicable pump. periodic test. 2.3 PROGRAM ADMINISTRATION The Engineering staff at North Anna is responsible for the administration of the Pump Inservice Test Program. The Operations staff is responsible for performing the periodic tests required by ASME Section XI. The Pump Inservice Test Program is implemented by Station. Administrative Procedure 11.3 "IWP/IWV Evaluation" and Periodic Test Procedures. t-1
I L This program will be officially implemented by March 15, 1984 and will govern pump testing for the remainder of the first Unit 1 120 month inspection interval which ends June 6,1988. The program will be updated as required by the addition of new pumps, relief requests, etc. Prior to the end of the first 120 month inspection interval, the program will be reviewed and upgraded to assure' continued compliance with 10 CFR 50.55a(g)(4) for the second 120 month inspection interval. i
