February 28, 1984 Mr. Harold R. Denton, Director Serial No. 487F Office of Nuclear Reactor Regulation N0/JHL:acm Attn:

Mr. James R. Miller, Chief Docket Nos. 50-338 Operating Reactors Branch No. 3 50-339 Division of Licensing License Nos. NPF-4 U. S. Nuclear Regulatory Commission NPF-7 Washington, D. C. 20555 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 INSERVICE TESTING OF PUMPS AND VALVES In our letter dated October 5, 1983 (Serial No. 487B), we transmitted the Inservice Testing Programs for Pumps and Valves for North Anna Power Station, Unit Nos. I and 2.

By letters dated February 2, 1984 (Serial No. 487D) and

. February 28.

1984 (Serial No.

487E), we transaftted clarifications and revisions to our October 5, 1983 submittal.

This letter'is to request interim approval, pursuant to 10 CFR 50.55a(g)(6)

(i), of the inservice inspection and testing requirements for pumps and valves, as' referenced above, for North Anna Unit Nos. I and 2.

This interim approval would increase the scope of the inservice inspection and testing at North-Anna Unit Nos. I and 2 and it would also enhance safety.

Certain pumps and valves are impractical to test because of limitations of design, geometry and materials of construction of components.

Meeting specific ASME - Code requirements for certain pumps and' valves would result in unusual difficulties and hardships and would riot increase the quality or level of safety.

This interim approval request is consistent with the interim approval that was granted for Prairie Island Unit Nos. I and 2 by letters from the NRC dated September 16, 1977 and-May 19, 1978.

As referenced in the granted Prairie Island approval letters, the Vepco interim approval request is needed until you have completed a more detailed re'iew of our submittals.
