VIRGINIA ELucTRIC AND Pownu COMPANY Ricnwoxo,VIItOINTA 20261 W.L. STEWART Vsen Psamanmar October 12, 1983 NUCLnAm ornEATIONS Mr. Harold R. Denton, Direa?.or Serial No. 553 Office of Nuclear Reactor Regulation N0/FBC:ycf Attn:
Mr. James R. Miller, Chief Docket Nos. 50-338 Operating Reactors Branch No. 3 50-339 Division of Licensing License Nos. NPF-4 U.S. Nuclear Regulatory Commission NPF-7 Washington, D.C. 20555
Dear Mr. Denton:
VIRNIA ELECTRIC AND POWER COMPANY NORTH ANNA UNITS 1 & 2 MODIFICATION OF LICENSED OPERATOR REQUALIFICATION PROGRAM Pursuant to 10 CFR 50.54 (h) (3-1), as referenced by 10 CFR 55 Appendix A.
Virginia Electric and Power Company (VEPCO) requests approval to temporarily modify the frequency of its Licensed Operator Requalification Program.
Specifically VEPCO wishes to extend only the simulator portion of the program which includes 1) control manipulations referenced by the March 28, 1979, letter from Mr. Denton, 2) the operational evaluation, and 3) the oral evaluation.
It is desired to extend this training from the normal December 31, 1983 deadline to June 1, 1984.
Tne basis for this is the fact that the North Anna Unit I simulator is nearing completion (scheduled date December 31, 1983) and it is more desirable to perform these " control manipulations" on a North Anna plant specific simulator instead of the Surry Nuclear Power Station Unit I simulator, where they have normally been done in the past. Also, VEPCO intends to complete the standard emergency operating procedure training during this same time frame, to be completed by June 1,1984.
Approval of this request will benefit the operators of both power stations in that time available for Surry personnel simulator training will increase and North Anna personnel will receive training on their own plant specific simulator.
A brief status of North Anna licensed operator " control manipulations" training is as follows:
Number of reactor operators: 21 Number of senior operators:
14 Percent of 1 year required manipulations complete:
100%
Percent of 2 year required manipulations complete:
100%
NOTE: The above percent la as of December 31, 1982, and does not include those licensed in 1983.
