I'IFO 21 (Meteorology)

Dear Mr. Schwencer:

As a result of a telecon between R. J. Stipcevich/A. J. Marie /

C. J. Olenik of PECo and L. Kintner/E. Markee/R. Martin of the Staff on September 30, 1983, we are enclosing the following information:

1. Magnetic tape containing hour-by-hour meteorological data for the most recent one-year period available (1980) to correct significant deficiencies in the tape submitted with Reference Letter (1).

The joint frequency distributions submitted with Reference Letter (1) are unaf fected.

2. Magnetic tape containing hour-by-hour meteorological data for the most recent one-year period available (1980) on a " composite" system basis.

The " composite" system includes all of the primary tower (Tower No.

1) data but uses secondary tower (Tower No. 2) wind speed and I data direction data from the same MSL elevation where Tower No.

is missing. The justification for this substitution has been established by the Applicant and is presented in FSAR Section f,c,A [

2.3.2.1.1.2 and Table 2.3.2-30.

3. Five (5) copies of the " Joint frequency Distributions of Wind Direction and Speed by Atmospheric Stability Class - Meteorological Tower 1 - Composite Tape - 1980", dated October 12, 1983.

These distributions are based on the data from the magnetic tape indicated 17 Item 2 above.

Revised responses to Question 451.9 and Question E451.8 will be included in the December,1983 revf alon of the FSAR and EROL respectively.

The Reference Letter (2) transmitted draf t responses and draf t FSAR page changes which were prepared in response to the Meteorology and Effluent Treatment Branch, Draf t Safety Evaluation Report, Items 2, 4, 5 and Request for Additional Informa tion (RAI) 451.14.

The response to DSER, Meteorclogy Section, Question 5 outlined the modifications that were being made to the Meteorological Monitoring System in order to comply with the criteria of Regulatory Guide 1.23, Proposed Rev.1, and indicated an operational date of October 15, 1983 for the complete system.

Due to a delay in receipt of the new instrumentation at the Limerick site, it is necessary to revise the implementation schedule. The following schedule of system implementation and data submittal wtn discussed in the telecon between R. J. Stipcevich/A. J. Marie /C. J. Olenik of PECo and L. Kintner/E. Markee/R. Martin of the Staf f on September 30, 1983:

October 15, 1983 -

Primary Weather Tower (Tower No. 1) with complete instrumentation in-service.

Data collection will be done via strip-chart recorders at the base of the tower.

This will fulfill our commitment to begin the demonstration period for adequate data racovery from the upgraded system on this date.

November 15, 1983 -

Secondary Weather Tower (Tower No. 2) with complete instrumentation in-service.

Data collection will be done via strip-chart recorders at the base of the tower.

December 15, 1983 -

Satellite Tower with complete instrumentation in-service. Control room strip-charts and data-logger recording data from all locations will be fully operational.

February 15, 1984 -

Submittal of meteorological data for the 10/15/83 - 1/15/84 period for review by the Staff.

May 15, 1984 -

Submittal of meteorological data for the 1/15/84 - 4/15/84 period for review by the Staff.

August 15, 1984 -

Submittal of meteorological data for the 4/15/84 - 7/15/84 period for review by the Staff.

The Meteorological Monitoring System calibration procedures and maintenance personnel training program documentation will be available for Staff review at the time of the site emergency drill.
