Dear Mr. Vassallo:
The state of North Carolina and the counties of Brunswick and New Hanover have informed Carolina Power & Light Company (CP&L) that they do not desire to participate in the May 1984 Brunswick Steam Electric Plant Emergency Preparedness Exercise (see attached letter). Justification for their position is based on the biennial requirement for exercise p.srticipation by State and
. local governstents contained in 44 CFR 350.9 and the proposed change to 10 CFR 50, Appendix E, Part IV.F.1.a.
The state of North Carolina is currently scheduled to participate in full-scale licensing exercises for the Catawba Nuclear Plant and the Shearon Harris
' Steam Electric Plant during 1984. Both the state of North Carolina and Brunswick and New Hanover Counties participated in the May 1983 Brunswick Exercise and received favorable evaluations.
The Counties of Brunswick and New Hanover have agreed to participate in a limited capacity, testing only communications, warning, and alerting.
In accordance with the guidance set forth in IE Information Notice No. 84-05, CP&L hereby requests an exemption from 10 CFR Part 50, Appendix E, Section IV.F.1 permitting the state of North Carolina and Counties of 8402280469 840221 PDR ADOCK 05000 F

Dear Bob:
fiorth Carolina has cancelled its scheduled full scale local exercise at the Brunswick fluclear Plant for 1984 based on FEf1A's new regulation 44 CFR 350 dated September 28, 1983. We have scheduled full scale licensing exercises for the Catawba Nuclear Plant and the Shearon Harris Plant for 1984. Based on the new FEMA's regulations and the total commitment we have made to these two licensing exercises, we have cancelled all localized plant exercises for 1984.
At your request we discussed with Brunswick and New Hanover Counties the
-possibility of their exercising voluntarily with the Brunswick Plant. They are willing to exercise if it would be limited to a communications, warning and alert drill conducted within a specific time frame. They do not want to conduct a full scale exercise involving large numbers of people, equipment and field work.
Please let us know your wishes concerning the Brunswick Exercise.
