CONTAMINATED TOOL STORACE AND CONTRIL A. PURPOSE 1. To establish procedures for the issuance, return, storage, identification, and control of contaminated tools. 2. GEbERAL Contaminated tools must be controlled to prevent their use 1. in unrestricted areas. Controlling contaminated tools is the responsibility of each individual associated with Plant Hatch. The effectiveness of this procedure will depend on a cooperative effort by plant supervisors, foremen, technicians, and workers. 2. Contaminated tools will not be lett unattended in an uncontrolled area. E. DEFINITIONS AND AREA DESIGNATIONS 1. Clean equipment or tools for unconditional release to unrestricted areas. The limits for release are as follows: No detectable smearable activity (alpha, beta, or gama) using appropriate instrumentation and smear technique. Fixed activity - less than 100 cpm per probe area above background with a GM count rate meter and pancake probe. Contaminated Tool - Any tool reading greater than the above. 2. Hot Tool Room - The first room to the right upon exiting the massal set 3. Control Building ai door C-52. ?

Normally, bagging and decontamination will be done by workers or the laborers. b. Maintenance - responsible for organizing, issuing, and recordkeeping of contaminated tools. Worker - responsible for pickup and return of tool (s). c. 2. Selection of Tools for use in Contaminated Areas or on Contaminated Equipment Contaminated tools will be used for work in a. contaminated areas as much as practical. b. Contaminated tools will not be used on clean equipment. 3. Identification of Contaminated Tools TouIs that are designated as contaminated tools and a. issued from the Hot Tool Room will be conspicuously marked with magenta spray paint. This marking signifies that the tool (s) are radioactive (fixed contamination). mensal set

Issuance and Return-of Contaminated Tools j When working in a contaminated area or on contaminated l l a. equipment, a worker must use, contaminated tools from i l the Hot Tool Room. The pickup and return of tools is the responsibility of the worker using the tool. 5 I If the needed tool is not present, one will be obtained from the j clean tool room. t b. Worker makes a request for tool (s) at Hot Tool Room. l Tool Room Keeper issues the contaminated tool (s) and i documents Tool Issue on a Tool Issue Card, Figure 1. ( 7' c The Tool Issue Card will be maintained on file in the t". Hot Tool room until all Tools are returned or properly 4 accounted for. (1) If Tool Issue is to exceed one week, issue will be made to the toreman responsible for the job. The foreman then becomes responsible for ensuring Tool ~ Accountability. c. After completion of work with tool (s), tools will be surveyed by Health Physics technician. d. Tools that have smearable activity will be decontaminated to remove smearable activity prior to storage in Hot Tool Room. Worker may decon small quantities of hand tools in the H. P. decon area or take tools to the Unit 1 Rx 185' elevation to be deconned. e. Tools that have no smearable activity and fixed contamination with count rates less than 10,000 CPM /GM probe area may be returned immediately to the Hot Tool Room. t. PURPO3E To describe the locations and capabilities of the Emergency Notification Network (ENN) and establish procedures for its use and testing. B. REFERENCE / Emergency Plan - Section E HP-4860. C. H RIPTION OF EMERGENCY NOTIFICATION SYSTEM l 1. An E!@l unit is installed at the following locations: Plant Hatch Control Room (CR) Plant Hatch Emergency Operation Facility (EOF) Visitor Center Georgia Emergency Management Agency (GEMA)-Atlanta Baxley Police Department (PD) Appling Co. Civil Defense (CD) Appling Co. Sheriff's Office Toombs Co. Sheriff's Office Hazlehurst PD Reidsville PD 2. Each ENN unit shall consist of a telephone and speaker. When all phones are cradled, all speakers are muted. If any one of the phones is lifted off the cradle all speakers are activated except the speaker associated with the phone taken off the hook. The phones do not ring. The person lifting the phone need only speak into the phone to be heard by personnel at all the other ENN units. When any other EbH phone is taken off the book the associated speaker will be muted and normal two way voice connunication is established between the two parties. 3. Followup Communications The Elet may also be used for the clear transmission of technical, radiological and meterological data and action statements and recommendations based on evaluation of this data. Followup messages shall contain as much as feasible the contents of Data Package 1,; fill in appropriate parts of Data Package 1, for each followup message to provide an accurate record. Follow up messages will be changed by announcing the item number followed by the parameter change. The EOF shall be net control for all ENN communications. The EOF shall have priority in transmitting information and shall govern transmission by other organizations. E. COMMUNICATIONS CHECHS The ENN will be tested during the second full week of each month. The test will be performed as follows: The technician will remove the receiver from his his phone and repeat, "This is (Name and Title) at P' ant Hatch, this is a communications check, acknowledge". Acknowledgement should follow the order given in paragraph C.1. The tect.1ician will verify that all ENN units are on the li.*e or note any unit not responding and notify the appropriate organization by separate means. Documentation will be per HNP-4860. ,,,g g
