Dear Mr. Vassallo:

Technical Specification (TS) 4.6.1.2 f or the Brunswick Steam Electric Plant requires that three Type A Overall Integrated Containment Leakage Rate Tests (ILRTs) be conducted at 40 t 10 month intervals during shutdown, with the third test being conducted during the shutdown for the 10-year inservice inspection. This TS provision is consistent with the requirements of 10 CFR 50, Appendix J, which requires that a series of three ILRTs be conducted at approximately equal intervals during the 10-year service period, with the third test being conducted when the plant is shutdown for the 10 year inservice inspection.

Af ter conducting the first test of the series of ILRTs, the Brunswick Technical Specifications are ambiguous concerning the establishment of a base date for subsequent tests.

One alternative would be to establish the schedules as multiples of 40 months from the date of the initial test with an allowable range for performance (i.e., the second test due at 401 10 months, the third test due at 80 10 months, the fourth test due at 120 10 months, etc.).

Another alternative would be that the date of each subsequent test be scheduled from the previous test (i.e., if the second test were performed at 41 months, the third test should be scheduled at 81 10 months, and the fourth test should be scheduled to coincide with the 10 year inservice inspection).

Based on discussions with your staff and with members of the Region II staff, the second alternative above has been determined to be acceptable. Thus, future ILRTb at the Brunswick Plant will be scheduled based on the date of performance of the previous test with the exception of the fourth test, which will be performed coincident with the 10-year inservice inspection.
