The NRC was notified of a potentially reportable deficiency in the referenced telephone conversation. At that time, it was estimated that a
. determination of reportability would be made within thirty (30) days.
Due to the extensive investigation and evaluation required, an Interim Report is attached.
It is now expected that this information will be finalized by April 9,1984, at which time a complete report will be l
submitted.

INTERIM REPORT - DER 84-01 POTENTIAL REPORTABLE DEFICIENCY ARIZONA PUBLIC SERVICE COMPANY (APS)
PVNGS UNIT 1 I.
POTENTIAL PROBLEM The Startup Test Program does not adequately track retests of preoperational tests after work is performed on a structure, system, or component to insure satisfactory performance. A documented program has not been implemented to track preoperational retests in the Startup program. Outstanding preoperational retests during/after system turnover to Operations are also not adequately controlled by procedures.
II.
APPROACH TO AND STATUS OF PROPOSED RESOLUTION APS Startup is presently reviewing the identified deficiencies.
Any necessary changes. identified during the evaluation will be implemented in the Startup Program.
III. PROJECTED COMPLETION OF CORRETIVE ACTION AND SUBMITTAL OF THE FINAL REPORT REPORT Evaluation of this condition and submittal of the Final Report is Forecast to be completed by April 9, 1984 l
