Unit 2, Reduced Expenditures Gentlemen:

On September 8,1983, we called to advise you that the Seabrook Station Joint Owners had decided to reduce the level of expenditures on Unit 2.

The text of the resolution, which was voted unanimously, is attached together with a copy of the resulting press release.

I should point out that a resolution to cancel Unit 2 was decidedly defeated.

Action will be taken on October 27 by the Joint Owners to set the expenditure level they will support prior to fuel load on Unit 1.

In the meantime, I can report on our planned actions and upon the recommendation, we will make to the other owners. We will complete the containment exterior up to elevation 85.

The dome liner plate will be installed. The nuclear steam supply major components will be set in place. Concrete will be placed where forms have been erected and rebar placed. The Turbine Building exterior will be completer' and all stored materials appropriately maintained.

We will recommend that a work force be employed continuously, focusing l

especially on items known to be schedule critical. We do not intend to stop l

construction altogether.

l If there is any change in these plans af ter the October meeting, I will advise you.

I Resolved, that expenditures for Unit 2 shall be reduced to the lowest feasible level while all participants evaluate their power supply options with respect to that Unit; provided that the reduction shall be effected in an orderly manner and at lowest reasonable cost, so that (i) the continued construction of Unit 1 is not impaired, (ii) the value of the Unit 2 investment is maintained and the option of acceleration of activity on Unit 2 is preserved, and (iii) the activity on Unit 2 is managed in a way to minimize any contractual penalties.

Resolved, that the reduced-expenditure level will be continued until fuel-loading for Unit 1, unless Unit 2 is cancelled prior to that event.

Resolved, that PSNH is directed to report to the participants by the October 1983 participants meeting on the steps it has taken to impicaent this resolution, and its estimate of monthly expenditures for Unit 2 through Decenber 31, 1984.

Scabrcok owners vote to reduce Unit II work The joint owners of the Seabrook Station nuclear power plant today voted unanimously to reduce work on the plant's second unit to the

" lowest f easible level," while continuing work f ull-speed on Unit I.

The vote came at a special meeting of the Seabrook Station owners at the plant site in Seabrook, N.fl.

New Hampshire, said the reduced work level on Unit II will allow l

maximum eff ort to be put toward completing Unit I while maintaining Unit II in an active state.

" Reduced work on Unit II also means reduced cash requirements and greater financial flexibility f or the owners," he said.

The adopted resolution regarding the Unit II work level stipulates that the reduction shall remain in ef f ect until fuel loading for Unit I occurs, unless Unit II -is cancell ed bef ore then.

The resolution also directs PSNil to report to the owners in October on steps it has lf%

taken to implement the resolution.

(f4 Prior to the vote to reduce the Uni t II work level, the owners voted down a proposal to cancel the uni t.

53 percent of the ownership voted against cancell ati on, 33 percent vo t e'd i n f avo r, and 14 percent abstained.

Both resolutions voted on t'oday were proposed jointly by two Connecticut utilities, United Illuminating Co, and Connecticut' Light 4 Power, a division of Northeast Utilities.

flarrison said PSNil still supports completion of Unit II, but that recent developments have necessitated. the work reduction.

"C ompl eting both Scabrook units is still the best option for PSNII, its customers, stockholders and employees," he said, "but we will continue to consider all options."

Unit II, now 23.4 percent compl ete, had been scheduled for completion in July 1987.

Unit I is 81 percent complete.and scheduled to be finished in December 1984.

It is not yet known what effect the Unit II work reduction will have on the Unit II schedule or on the official total project cost estimate of $5. 24 billion.
