Clinton Power Station Unit 1 Control of Heavy Loads (NUREC-0612)

Dear Mr. Schwencer:

NRC Generic Letter 83-42, December 19, 1983, indicated that the guidelines of NUREG-0612 concerning " Single Failure Proof Cranes" may be deficient because single failures in the electrical power / control system were not considered.

Illinois Power Company (IP) took credit for a single failure proof handling system for lifts made by the Containment Polar Crane Main Hook.

IP has reviewed the elementary diagrams of the crane and_the description of the motor brakes and has concluded that no single failure in the electrical power / control system could result in the uncontrolled motion of the crane or the release of a load.

IP is in compliance with the intent of NUREG-0612 concerning single failure proof handling systems.
