Dear Sir:
This is to inform you of a defect relating to Gould unitized starters supplied as spare-parts for Seabrook Station. We are providing this interim 10CFR21 report to assure that the Commission has been adequately informed. A final report will be filed by November 30, 1983.
Details of our report are attached.

NATURE OF THE DEFECT OR FAILURE TO COMPLY AND THE SAFETY HAZARD WHICH IS CREATED OR COULD BE CREATED BY SUCH DEFECT OR FAILURE TO COMPLY.
Supplied items are not qualified, contrary to certification, to IEEE-323-1974 and IEEE-344-1975 since they have 60*C wire and compression clamp type terminations. These components could have been used in e Class 1E application and, therefore, under certain adverse conditions may have failed to perform their intended func-tion.

IN THE CASE OF A BASIC COMPONENT WHICH CONTAINS A DEFECT OR FAILS TO COMPLY, THE NUMBER AND LOCATION OF ALL SUCH COMPONENTS IN USE AT, SUPPLIED FOR, OR BEING SUPPLIED FOR ONE OR MORE FACILITIES OR ACTIVITIES SUBJECT TO THE REGULATIONS IN THIS PART.
Three of the four items having a defect are tagged and segregated from other materials in the warehouse. The fourth unit, Gould P/N A822C148Al-S, was issued to Yankee Atemic Electric Company for use in a non-safety system and is being controlled by a Yankee Atomic Electric Company Nonconformance/ Limited Work Authorization Report.

THE CORRECTIVE ACTION WHICH HAS BEEN, IS BEING, OR WILL BE. TAKEN; THE NAME OF THE INDIVIDUAL OR ORGANIZATION RESPONSIBLE FOR THE ACTION; AND THE LENGTH OF TIME THAT HAS BEEN OR WILL BE TAKEN TO COMPLETE THE ACTION.
Brown Boveri will rewire the starters with qualified 90*C wire with ring tongue terminations. Completion of this action has been set for November 30, 1983.
_(viii) ANY ADVICE RELATED TO THE DEFECT OR FAILURE TO COMPLY ABOUT THE FACILITY, ACTIVITY, OR BASIC COMPONENT THAT HAS BEEN, IS BEING, OR WILL BE GIVEN TO PURCHASERS OR LICENSEES.
All Gould spare starters have been checked for the referenced defect. The defect has been isolated to the four (4) reversing starters purchased under P.O. #180512.
The defect is an isolated case and no further action is required.
