N In accordance with your letter of. October 26, 1981 objectives for the Nine Mile Point Nuclear Station Unit 1 emergency preparedness exercise are enclosed. This exercise will take place on September 28, 1983.
The New York State Radiological Emergency Preparedness Group has submitted these objectives to the Federal Emergency Management Agency under separate cover. on behalf of New York State and the County of Oswego, New York A meeting has been tentatively scheduled for July 18, 1983 at the Nine Mile Point Energy Information Center to discuss the enclosed objectives. We plan to have available at this meeting a draft scenario for' initial review by those present. Participation by a member of your staff would be appreciated.

Demonstrate that Nine Mile Point Nuclear Station and off site authorities can effectively provide information to the media in the event of an accident.

Demonstrate the adequacy of the operation and interaction among New York State, Oswego County and Nine Mile Point Nuclear Station public information systems.

Accident Assessment 1.
Demonstrate the ability of Nine Mile Point Nuclear Station to receive, assess and share radiological data from both Oswego County and Nine Mile Point Nuclear Station radiological survey teams in accordance with their respective radiological emergency procedures.
2.
Demonstrate the ability of Nine Mile Point Nuclear Station, New York State and Oswego County to calculate and compare dose projections, compare their projections to the Protective Action Guides and determine appropriate protective actions.
3.
Demonstrate the activation, operation and reporting procedures of Nine Mile Point Nuclear Station and county field monitoring teams. Nine Mile Point Nuclear Station teams will be dispatched within and beyond the site boundary. Field monitoring teams will be provided by referees simulated data consistent with the simulated release from the plant.
In addition, field sampling will be demonstrated.

Demonstrate the ability of in-plant radiological survey teams to perform liquid and gaseous post accident sampling and analysis.
G.
Actions to Protect the Public 1.
Demonstrate the decision making processes of New York State and Oswego County emergency response organizations and implement appropriate protective action response options. The response options include:

Sheltering and evacuating (simulated) on-site and off-site areas.
b.
Informing the public on the development of the accident and any required protective actions.
c.
Activating reception and congregate care centers and provision for monitoring evacuees for contamination.
d.
Identifying and providing identification, notification and evacuation of non-institutionalized, mobility-impaired persons.
e.
Analyze and determine ingestion exposure pathway considerations.
f.
Remove impediments from evacuation routes.

Demonstrate the capability of emergency personnel to identify requirements, assess and implement procedures for re-entry.
