Gould-Rundel Handswitches
Dear Mr. Seidle:
This letter provides an interim report on a potential 10CFR50.55(e) matter concerning Gould-Rundel handswitches. This item was initially reported by Mr. Gene Rathbun of Kansas Gas and Electric Company to Mr. William Johnson of the Nuclear Regulatory Commission, Region IV, on August 24, 1983.
During startup testing of the "D" containment cooling fan, it was discovered that the handswitch used to control the fan motor did not operate properly. The part involved is a Gould-Rundel type SS-3 hand-switch and is mounted at the motor control center for the fan.
Further investigation revealed that the plastic cams inside the switch, which open and close the contact, were binding. The binding was, in part, a result of bending and twisting of a plastic shaft which operates the cams. Therefore, the contacts would not open or close when the switch was manipulated.
The SNUPPS design utilizes four containment cooler fans and all have the same type of control switch. Therefore, the other three switches were checked and they exhibited the same problem as described above.
Through discussions with Gould, it was further determined that these switches are the same as the switches that were the subject of I&E Information Notice 83-42 in which a similar problem was discussed.
Our Architect / Engineer is evaluating the identified concern and the status of this evaluation will be reported to you on or before January 20, 1984.
