Ouarterly Task Person-Rem Report I N' In accordsnce with the requirements of Operating License paragraphs 2.D(6) c and d, information pertaining to the occupational dose reccived during recirculation system safe-end replacement is present below and Appendix A & &

attached.

Appendix A, the Task Person-Rem Summary Report, includes:

(1) a sumnary of the occupational dose received as of 6/30/82 by major task, and (2) a comparison of estimated doses from our June 1,1982 submittal with doses actually received.

Appendix B, Task Person-Rem Summary Report Evaluation, summarizes task s for which accumulated exposures and/or manhours have differed from the estimates by significant amounts.

The " tasks" tracked correspond to the " events" listed in our June 1,1982 submittal. The " Master Task Totals" correspond to the four divisions A, B, C, D of each table of the previous submittal, as shown in Table A below:

Table A Task Person-Rem Summary Report June 1, 1982 Submittal Master Task #

B, Removal of Existing Safe Ends and Elbows 7

C, Installation of New Safe Ends and Elbows 8

0, Post Repair Drywell Work Only tasks under Master Task 1 and Master Task 2 had accumulated exposure as of 6/30/82.

Weekly Task Person-Rem Summary Reports were used to compare the accumulated occupational dose to estimates, and to verify that the occupational dose estimate of 2906 person-rems is still a valid upper limit.

Table B summarizes the status of person-rems and person-hours each week since tracking reports have been available.

The total accumulated exposure from the Task Person-Rem Summary Report of 6/30/82 i s approximately 60% of the estimated exposure.

During the course of the safe-end replacement, additional tasks have been identified which were not included in the initial occupational exposure estimates. Tanle C lists the additional tasks currently identified that have been added to the Task Track Report. Additional exposure amounts to 54.12 rem, which raises accumulated exoosure throuah 6/30/82 tn 196.30 rem (See Table D)*

8402220132 840123 PDR FOIA BELL 84-14 PDR

Provisions of our Radiation Exposure Monitoring system were utilized to compare Film Badge records and Dosimeter records for personnel involved in the Recirculation Safe-end Replacement during the period of greatest exposure accumulation, 5/15/82 through 6/30/82.

The ratio of Film Badge to Dosimeter recorded exposure s i s 0.92.

Application of this ratio would yield an accumulated exposure of 181.05 person-rem for the report period.

This is 76%

of the estimated person-rem for work comple:ed as of 6/30/82 ( see Table D).

Therefore, no revised estimate, indicating an increase over the previous estimate, is required at this time in accordance with Operating License paragraph 2.D(6)c.

A revised work plan is under development which will include replacement of recirculation piping.

In conjunction with this plan, a revised person-rem estimate is being orepared, based on the newly defined tasks as well as those noted in Table C.

M' aster Tasks 3 through 8 will be revised accordingly, and our next report will reflect the revi sed work plan and person-rem estimate.

APPENDIX B Task Person-Rem Summary Report Evaluation Accumulated exposures and manhours for several tasks have deviated from estimates by significant amounts. These are summarized as follows:

1.

Tasks 1035, Insulation Removal The accumulated exposare exceeded the estimate by 2.589 rem, and accumulated hours exceeded the estimate by 143 hours0.00166 days
0.0397 hours
2.364418e-4 weeks
5.44115e-5 months
.

The hours and exposure exocoded were increased treause the work scope was expanded beyond the nozzle and elbow regions of the recirculation pipe.

As recirculation pipe inspections increased, all pipe insulation was removed. Areas on adjacent pipes also required insulation removal in order to install shielding.

2.

Task 1045, Scaffolding Erection The accumulated exposure exceeded the estimate by 14.100 rem and accumulated hours exceeded the estimate by 197 hours0.00228 days
0.0547 hours
3.257275e-4 weeks
7.49585e-5 months
.

The hours and exposure expended were increased because two-level (rather than one-level) scaffolding was erected at each suction elbow to facilitate set-up and removal of cutting machines (Task #2235 was 45.76 rem _below the estimate which is partially attributable to time saved in set-up due to two-level scaffolding).

In addition, scaffold adjustment will be required throughout the job to accommodate rigging plans.

This will be taken into account in the next exposure estimate revision.

3.

Task 1095, Rig in Lead Shielding The accumulated exposure and man-hours were far below the estimate because the shielding originally planned for the bio-shield openings around the suction nozzles was not required.

4.

Tasks 1175, Install Video and Communication Equipmegt The accumulated man-hours exceeded the estimate by over 100% but total exposure was only slightly above the estimate.

The scope of work was increased by doubling the number of cameras to be used.

In addition, periodic movement of cameras was not previously taken into account when estimating the exposure and man-hours.

I

r i

o 5.

Task 1195, Set-Up oiqqing in Drywell The accumulated exposure exceeded the estimate by 9.274 rem, and accumulated hours exceeded the estimate by 188 hours0.00218 days
0.0522 hours
3.108466e-4 weeks
7.1534e-5 months
.

The scope of the rigging had not been fully. evaluated at the time of the man-rem estimate.

It was subsequently determined that additional pad-eyes would have to be installed to conform to loading and path requirements. Some of the first pad-eye welds required rework and consequently additional exposure was expended. Resolution of this problem has been documented in an ALARA Problem Report.

6.

Task 1215, Remove Grating (Decking)

The accumulated exposure exceeded the estimate by 2.132 rem, and accumulated hours exceeded the estimate by 64 hours7.407407e-4 days
0.0178 hours
1.058201e-4 weeks
2.4352e-5 months
.

The grating was initially removed to accommodate pipe restraints Final work scope required removal of additional grating and therefore, additional man-hours.

7.

Task 2235, Set-up Cutting Machines, Cuts 1 and 2 The accumulated exposure and man-hours were less than

,e st imated. Exposure was 29% of the estimate, and man-hours were 50%

of the estimate.

These results are attributed to 1) measured dose rates which were lower than anticipated, 2) man-hour savings due to mock-up training and 3) improved scaffolding.arr6ngement identified in task #1045.
