North Atlantic Energy Service Corporation (North Atlantic) has enclosed pursuant to 10CFR73.55(cX9Xi) a summary description of the proposed vehicle control measures to be implemented at Seabrook Station for protection against malevolent use of explosive laden vehicles. The enclosed summary description demonstrates conformance with the vehicle control measures. required by-10CFR73.55(cX7) and the land vehicle bomb comparison required by 10CFR73.55(cK8). North Atlantic is aware of the ongoing NRC review of the NUREG/CR-6190 jersey barrier design.~ Upon final NRC review of the NUREG/CR-6190 jersey barrier design, North Atlantic will evaluate any changes in NRC guidance and make adjustments to its design as appropriate.

The enclosure to this letter contains Safeguards Information and should be withheld from public disclosure pursuant to 10CFR73.21 This letter does not contain safeguards information and may be decontrolled when separated from its enclosure.
