SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 21 TO FACILITY OPERATING LICENSE NPF-12 SOUTH CAROLINA ELECTRIC & GAS COMPANY SOUTH CAROLINA PUBLIC SERVICE AUTHORITY I.
INTRODUCTION By letter dated July 22, 1983, South Carolina Electric and Gas Company (SCE&G) proposed a change to the Virgil C. Summer technical specification surveillance requirements. The change consists of transferring surveil-lance requirement items 4.7.4(b) and (c) from the Service Water System Technical Specification to the Reactor Building Cooling Water System Technical Specification item 4.6.2.3(b).
SCE&G indicated that the purpose of the change is to avoid having to declare the entire Service Water System inoperable when only that portion dedicated to the Reactor Building Cooling Water System fails to respond properly to a safety iniection (SI) signal or to an engineered safety feature loading secuence (ESFLS) signal.
II. EVALUATION The proposed changes will not constitute a change in the surveillance requirements but rather a relccation of the surveillance requirements to a more appropriate section of the Technical Specifications. Those Service Water System components which receive an SI or ESFLS signal provide cooling only to the Reactor Building Cooling Water System. Con-sequently, the performance and margin of safety of the Service Water System and Reactor Building Cooling Water System are unchanged.
By letter dated August 16, 1983, the licensee provided additional information which confirmed that there are no other Service Water System components, other than those associated with the Reactor Building Cooling Water System, that receive either a SI or ESFLS signal.
The NRC staff has reviewed the Virgil C. Summer request for transferring Service Water System Technical Specification surveillance requirements 4.7.4(b) and (c) to the Reactor Building Cooling Water System Technical Specifications surveillance requirement 4.6.2.3(b).
Based on our review, we find the change acceptable since the frequency of surveillance of the affected safety-related components is not changed and thus the performance and availability of these systems is not affected.
III. ENVIRONMENTAL CONSIDERATION We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendment involves an action which is insignificant from the standpoint of en/ironmental impact and, pursuant to 10 CFR 51.5(d)(4), that an environmental impact state-ment or negative declaration and environmental impact appraisal need not he prepared in connection with the issuance of this amendment.

IV. CONCLUSION The Commission made a proposed determination that the amendment involves no significant hazards consideration which was published in the Federal Register (48 FR 56510) on December 21, 1983, and consulted with the state of South Carolina. No public comments were received, and the state of South Carolina did not have any comments.
We have concluded, based on the consideration discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
