SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDiiENT NO. 42 TO FACILITY OPERATING LICENSE N0. NPF-2 AND AMENDMENT N0. 33 TO FACILITY OPERATING LICENSE N0. NPF-8 ALABAMA POWER COMPANY JOSEPH M. FARLEY NtJCLEAR PLANT, UNIT NOS.1 AND 2 DOCKET N05. 50-348 AND 50-364 Introduction By letter dated August 26, 1983, Alabama Power Company (APCo) identified three administrative errors.in the Fire Protection System Technical Specifications for Unit 2.
APCo also proposed an administrative change in the Technical Specifications (TS's) for both units to allow testing the Fire Protection System diesel fire pump without a plant shutdown as now required. APCo proposed the changes which they consider administrative in nature such that a significant hazards consideration is not involved, as defined in 10 CFR 50.92.
Our evaluation follows.
Discussion and Evaluation For Unit No. 2 an APCo review identified twenty-six hose stations in the auxiliary building to diesel generator buildings tunnel that should be added to Table 3.7-6 " List of Fire Hose Stations." APCo also proposed to correct an administrative error in Table 3.7-5 " List of Sprinkler Systems" 2
for Unit 2 to change the number for a clean storage area from 2A-108 to 2A-52. We consider these corrections to the administrative in nature.
For Unit 1 and Unit 2 in TS 4.7.11.1.2c APCo proposed to delete the words "during shutdown" from the surveillance. The TS requires that every 18 months, durina shutdown, the fire pump diesel be inspected per manufacture's v2 commendations.
The inspection can be performed independent of the plant operating mode without affecting the validity of the inspection and wi+hout affecting plant operation.
The change would allow more efficient scheduling and would not require a plant shutdown for the surveillance.
It is not the intent of the NRC staff to require a piant shutdown for testing when tests can be accomplished safely otherwise.
We censider the change proposed to be adminstrative in nature,

Safety Sumary The administrative changes discussed above are found to be acceptable.
Technical Specifications are to be changed accordingly.

l Environmental Consideration r
We have determined that the amendments do not authorize a change in effluent types or total amounts nor an increase in power level and will not. result in any significant environmental inpact.
Having made this determination, we have further concluded that the amendments involve an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR 551.5(d)(4), that an environmental impact statement or negative declaration and environ-mental impact appraisal need not be prepared in connection with the issuance of these amendments.
Conclusion We have concluded, based on the censiderations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of these amendments will not be inimical to the common defense and security or to the health and safety of the public.
