Dircks, Executive Director for Operations concerning examination of reactor coolant system leak rate testing at Rancho Seco and Davis-Besse was provided to us by the NRC on November 18, 1982. Your memorandum describes the Office of Inspection and Enforcement evaluation of RCS leak rate. test procedures and calculational methods in use in 1978 at these two plants.
