U. S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, D.C.

20555 Gentlemen:

Subject:

Docket Nos. 50-361 and 50-362 Simulation Facility Certification Four Year Report San Onofre Nuclear Generating Station Units 2 and 3

Reference:

Letter from R. M. Rosenblum (Edison) to Document Control Desk (NRC), dated March 22, 1991.

Subject:

Docket Nos. 50-361 and 50-362, Simulation Facility Certification, San Onofre Nuclear Generating Station, Units 2 and 3.

By letter dated March 22, 1991, Southern California Edison (Edison) submitted the Simulation Facility Certification letter as required by 10 CFR 55.45 (b)(5)(i).

In accordance with 10 CFR 55.45(b)(5)(ii)

Edison is required to

" Submit, every four years on the anniversary of. the certification, a report to-i the Commission which identifies any uncorrected performance test failures, and submit a schedule for correction of such performance test failures, if any."

This letter provides the required report due on March 22, 1995.

All performance testing scheduled for the period from March 22, 1991 through March 22, 1995 has been completed, and there is no uncorrected performance test failure for the simulator. A schedule for correction of such performance test failures is therefore not applicable.

P In addition,10 CFR 55.45(b)(5)(vi) requires that a certification report "must include a description of performance testing completed for the simulation l

facility, and must include a description of the performance tests, if different, to be conducted on the simulation facility during the subsequent r

four-year period, and a schedule for the conduct of approximately 25 percent of the performance tests per year for the subsequent four years."

j Accordingly, enclosed is a copy of San Onofre procedure, S023-XXI-3.1.2,

[

" Simulator Performance Test Scheduling," which describes the performance t

testing completed since March 22, 1991. This procedure, renumbered since

/

March 22, 1991, is the same as the procedure describing the performance testing and schedule provided with the reference (SV-101).
