EPIP-0SC-13-1 j Fort Calhoun Station Unit No.1 EMERGENCY PLAN IMPLEMENTING PROCEDURE EPIP-OSC-13 Onsite Radiological Monitoring I. PURPOSE To describe the action to be taken by the onsite monitor team Tag No.11,12, 13, and 14 in order to maintain surveys of onsite affected areas.

II. PREREQUISITES A. Individuals serving on the team have been trained in monitoring techniques, duties and responsibilities.

B. An Alert or greater emergency classification has been declared.

C. Portable survey instruments have been properly checked for operability prior to leaving the T.S.C. and kept in service throughout the monitoring process.

D. Communications equipment, if available or assigned, has been tested prior to leaving the area of the T.S.C.

E. Copies of the site area, and owner controlled area survey maps are available.

III. PRECAUTIONS A. Retain or Obtain personnel dosimetry.

B. Use care in the handling of smears, particulate air filters, etc. to prevent cross contamination of samples.

IV. PROCEDURE (1) Obtains a full set of protective clothing including a full face respirator, TLD and high range dosimeter.

(2) Obtains a survey instrument, clipboard, pencil and surwy maps from the emergency locker.

(3) Report to the monitor assembly room and informs the Monitor Coordinator prior to departure.

(4) Maintain survey of onsite affected areas. One monitor team will use a vehicle for survey and inspection, if required.

(5) Visually inspect the owner controlled area for personnel occupancy.

Owner controlled area consists of the property within the site boundary and the strip of exclusion land directly across the Missouri River which can be reviewed from the screenhouse.

(6) If the early warning sirens have sounded (site area andgeneral emergencies) instruct all non-emergency workers to vacate the owner controlled area.

(7) If public evacuation has been declared, report all refusals to vacate by non-emergency workers immediately to the Security Force who will notify the appropriate County Sheriff.

(8) After initial surveys and inspection have been completed, report back to the monitor assembly area to receive more direction from the Monitor Coordinator for continuing surveys.

(9) Perfom habitability check of Guard building, storeroom, and General Services Building.

(10) Return all samples and survey results to the Sample Counter / Dosimetry Issuance, E.T. Tag No. 21.

(11) Onsite monitors may be required to aid in inplant monitoring. Such requirements will be determined by the Monitor Coordinator. Use FCS procedure HP-15 for the operation of portable survey instruments.

(12) Use dose rate sample log (Figure EPIP-0SC-13.1) to record all onsite dose rate survey data which includes time.of survey; Location; Type of Survey i.e. Beta or Gamma; Dose rate in M/ Rem per Hour; and name of surveyor. Also at the top of the form, fill in the date and the instruments used and serial numbers.

EPIP-EOF-17-1 Fort Calhoun Station Unit No.1 EMERGENCY PLAN IMPLEMENTING PROCEDURE EPIP-EOF-17 Initiation of Public Warning I. PURPOSE To outline OPPD's actions for notifying the public of a Site Area or General Emergency.

II. PREREQUISITES A. A Site Area or General Emergency has been declared.

B. Authentication code word for radio station KFAB has been obtained by the Shift Supervisor from the key locker.

III. PRECAUTIONS A. For a Site Area and General Emergency classification each county government must initiate the public warning system within fif teen (15) minutes after notification of the emergency.

B. Be sure that the proper authentication code word for radio station KFAB is used when communicating with them.

C. In all communications, identify yourself to the person contacted and obtain the name and title of the person with whom contact was made.

IV. PROCEDURE

1. Upon declaration of either a Site Area or General Emergency, the Emergency Duty Officer (ED0) or his designee or the Recovery Manager or his designee will notify the county government as listed below and advise them to activate the early warning siren network. The initial report to these agencies, Attachment 1 to this procedure " Nuclear l

Power Plant Incident Initial Report to County Agencies", should be made through the dedicated emergency telephone system. As an alternate method for notification, contact the County EOC via the telephone numbers listed below.

2. THIS SPECIAL CONTINGENCY PROCEDURE (STEP 2) WILL BE PERFORf1ED ONLY WHEN FORT CAlt100N STATION 15 NOTIFIED THAT REMOTE ACTIVATION CF THE EARLY WARNING SIREN SYSTEM CANNOT BE ACHIEVED FROM THE COUNTY CENTERS.
a. The Shift Supervisor will re-confinn that the county directs OPPD to initiate sounding of sirens by OPPD from the base station.
b. After confirming direct request from county, the Shift Supervisor as EDO will call the 43rd Street Dispatcher (extension 4360) to sound the siren system per the county request. The Dispatcher will then direct Electric Operations personnel at the Kennard base station to sound the siren.
c. The back-up communication for contacting the Kennard base station directly is extension 5406.
d. Electric Operations personnel at Kennard - initiate the early warning system.
e. After the Shift Supervisor as ED0 has notified the dispatcher, -

he will continue other required emergency actions as shown below.

3. Request the County EOC to contact radio station KFAB and broadcast the appropriate emergency message. If there is insufficient assurar.ce that KFAB will be contacted, perform Stecs 4 ana 5 of tnis procecure.

NOTE: Appendix A of this procedure outlines the actions expected to be taken by the county government agencies in completing the public warning process.

4. The EDO or his designee or the Recovery Manager or his designee will notify radio station KFAB to activate the Nebraska Operational Area No.1 Emergency Broadcast Station. Notification to KFAB will be through dial type telephone, (402) 556-5060, using the authentication code word provided by KFAB and available in the Control Room key locker. Between the hours of 00:30 to 04:00 use 556-7079.
5. When contact has been made with radio station KFAB, read the appropriate initial public warning message (s). The public warning messages listed below should be read based on the classification and severity of the accident and the recommended protective action. Be aware that this messace is tat,ad for rebroadcast.

EPIP-E0F-17-12 PUBLIC MESSAGE "0" SHELTERING In connection wi th the nuclear power plant incident now underway, State authorities have directed people in certain designated areas near the plant to take shelter immediately. Here are some specific sheltering instructions.

1. If you are outdoors, go inside immediately. Once indoors, close all windows and doors. Turn off fans, air conditioning, and close any other air intakes.
2. If you have come in from outside,~ wash your hands and face as a minimum, particularly before handling or eating any food. If possible, take a shower using cool or lukewarm water. Wash any items of clothing you were wearing outside.
3. Cover all "open" food containers.
4. Do not use your telephone unless it is absolutely necessary. Keep phone lines open for emergencies.
5. Stay sheltered until you receive official notice that it is safe to go out. Stay tuned to your emergency broadcast stations for later information and further instructions.

EPIP-EOF-17-13 APPENDIX A County Government Initiation of Public Warning I. PURPOSE, To outline the actions to be taken by county governments after notification by 0 PPD that a 31te Area or General Emergency has been declared at the Fort Calhoun Station Nuclear Power Plant.

II. PREREOUISITE A. Communications Officer or responsible person has been given authority to initiate the public warning system.

B. Notification has been made by 0 PPD that a Site Area or General Emergency has been declared.

C. The early warning siren network activation has been advised by the OPPD representative making notification.

III. PRECAUTIONS A. If contact by Fort Calhoun Station is not made through the dedicated emergency telephone system, verify the call by calling back to the Fort Calhoun Station Control Room - (402) 426-4011 or (402) 426-3281.

8. For a Site Area or General Emergency classification each county government must initiate the public warning system within fifteen (15) minutes after notification of the emergency.

IV. PROCEDURE

1. Have reasonable assurance that the notification and advice are from the Fort Calhoun Station management.
2. Sound the early warning siren system by depressing the " Alert" and

" Send" buttons simultaneously.

3. Provide radio station XFAB, Emergency Broadcast Station (EBS), the Public Warning Messages to provide information following sounding of the sirens.
4. Follow the county's Emergency Response Plan for Nuclear Power Plant Incidents.
5. Continue communications with the Fort Calhoun Station Nuclear Power Plant and state EOF to obtain information concerning duration and
