McGuire Nuclear Station, Units 1 and 2 Docket Nos. 50-369 and 50-370 Proposed Technical Specification Amendment 125 VDC Vital Instrumentation and Control Power System Circuit Breakers Replacement TSs 3.8.2.1 and 3.8.3.1

Dear Sir:

Pursuant to 10 CFR 50.4 and 50.90, please find attached (Attachment 1) proposed license amendments to Appendix A (Technical Specifications) of Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station.

The proposed changes provided by this submittal are needed to allow installation of a modification to replace the battery, main and tie breakers in response to a Electrical Distribution Systems Functional Inspection (EDSFI), conducted by the NRC in July 1991.

The technical concern is that the existing breaker arrangement could result in a trip of both the battery and main breakers if a fault occurs on one of the 125 VDC panelboards.

By letters dated September 27, 1991, December 12, 1991 and August 26, 1994, McGuire Nuclear Station committed to have these breakers replaced in 1995 with a better coordinated design to eliminate the concern.

The specific TS Sections being revised are TS 3.8.2.1 and TS 3.8.3.1. contains the revised TS pages indicating the proposed changes.

contains the technical justification for the proposed changes. contains the safety analysis.

Pursuant to 10 CFR 50.91, Attachment 4 provides the analysis performed in accordance with the standards contained in 10 CFR 50.92.

This analysis concluded that the proposed amendments do not involve a significant hazards consideration.

By copy of this submittal, this amendment request application and No Significant Hazards Consideration Evaluation are being forwarded to the appropriate North Carolina State Official.

The modification will need to be implemented in four separate parts, one part at a time for each channel of the system, with the time between the parts used for planning.

If i

this modification is not started in the first four months of 1995, McGuire will not be able to support the completion of the i

modification by 12/07/95.

The time between now and 12/07/95 is the best time for McGuire to implement this modification.
