Request for Exemption from Annual Radiological Emergency Preparedness Exercise for V.C. Summer The V.C. Summer Nuclear Pcwer Station is scheduled for an annual joint exercise on March 21, 1984. Attached is a request from the State of South Carolina that full scale participation by the affected local governments and substantial participation by the State not be required for this scheduled exercise.

Also attached is a memorandum from the Federal Emergency Management Agency (FEMA) Region IV concurring with the State's request.

We have advised FEMA Region IV that since the State of $outh Carolina and the local governmet.cs within the 10-mile Emergency Planning Zone of V. C.

Summer Nuclear Station are eligible to go to a bf.ennial exercise frequency in accordance with 44 CFR 350, they are excused from participation in the annual exercise scheduled for March 1984. We would, therefore, support an NRC exemption from the 10 CFR 50, Appendix E, Section IV F.1.

annual exercise requirement for State and local governments in this instance in the event such an exemption is requested by the utility.

Please let us know of your decision in this matter.

Plant V. C. Summer, S.C. Exercise Schedule Enclosed is the letter from the Director of the Emergency Pre-paredness Division of the State of South Carolina which we' discossed by telephone last week.

We concur with this request that the Plant V. C. Summer exercise not be required.

Dear Mr. May:

On March 21, 1984, the V. C. Summer Nuclear Station (SCE&G) is scheduled for an annual site exerc'ise.

We request that full scale participation by the affected local governments and substantial participation by the State not be required for this scheduled exercise.

In that 44CFR350 grants exclusion to local governments that have participated in a full scale exercise within one year of the effective date of the above mentioned regulation and in that all local governments participated in a. full scale local exercise with V. C. Summer Nuclear Station on March 16, 1983, we desire exclusion because of the reasons stated herein.
