Safety-Related Field Procurement
Dear Mr. Gagliardo:
This letter provides an interim report on a potential 10CFR50.55(e) concerning safety-related field procurement by the Constructor at Wolf Creek Generating Station. This matter was initially reported by Mr. Otto Maynard of Kansas Gas and Electric Company (KG&E) to Mr. William Johnson of the Nuclear Regulatory Commission, Region IV, on January 3, 1984.
During a self-initiated review of field procurement records, several cases were identified in which Constructor safety-related purchase orders (P.O.s) did not fully incorporate the Architect / Engineer's ( A/E 's) specifications. The purchase orders in question incorporated the ap-propriate ASME code requirements, but not all of the additional require-monts stipulated by the A/E in his specifications. Destructive and non-destructive examinations are two examples of items detailed in the A/E's specifications, but omitted from some purchase orders.
A complete review of all Constructor safety-related purchase orders has been initiated. From this review, approximately 530 Constructor safety-related purchase orders have been identified. Fifty of these P.O.'s have been reviewed with any identified discrepancies documented on Nonconformance Reports. In addition, an investigation into the origins of these purchase order discrepancies is being conducted to prevent any recurrences.
