Duke Power Company Catawba Nuclear Station Response to Violation 413/83-46-01 Violation:

' 10 CFR 50 Appendix B, Criterion XIII requires that measures be established to control handling, storage, shipping of material and equipment in accordance with work and inspection instructions to prevent damage or deterioration.

Duke Topical Report 1-A Table 17.0-3 comnits to ANSI N45.2.2. ANSI N45.2,2 paragraph 6.3.2 requires that items stacked for storage shall be arranged so that racks, cribbing or crates are bearing the full weight. ANSI N45.2.2 paragraph 6.5. requires items released from storage be inspected and cared for :b2 accordance with the same storage requirements.

Contrary to the above, Construction Procedure 371 had no provisions for the requirements of paragraph 6.3.2 of ANSI N45.2.2. Furthermore, the inspector

. observed three areas in the Auxiliary Building where mechanical snubbers were stored with heavy structural material beside and on top of the snubbers.

Response

1. Duke Power Company admits to the violation; the requirements of paragraph 6.3.2 of ANSI N45.2.2 were violated as stated.

.The reason for the violation was that it was felt that the precautions 2.

that were being taken to prevent damage to snubbers were adequate. How-ever, this was a misinterpretation of ANSI N45.2.2. Upon further inves-Ligation,.it has been determined-that more precautions can be taken.

3. The corrective action taken: The Hanger Craft Superintendent has been made aware of this violation and has instructed all Hanger Foremen to take precautions to prevent snubber damage.
4. Corrective steps to avoid further violations: Construction Procedure CP-371 shall be revised adding the requirements of paragraphs 6.3.2 and 6.5 of ANSI N45.2.2. Training of all crafts and technicians will occur upon revision to CP-311.

'5. Full compliance will be achieved by January 30, 1984.
